HomeMy WebLinkAbout9/1/2004 - STAFF REPORTS (8) DATE: September 1, 2004 TO: City Council FROM: Director of Aviation CITY PROJECT#2003-10-RESIDENTIAL SOUND INSULATION PROGRAM(RSIP)PHASE IV - CHANGE ORDER#1 RECOMMENDATION: It is recommended that the City Council approve Change Order #1 to Great West Contractors, Inc for revisions and modifications associated with Phase IV of the Airport's Residential Sound Insulation Program (RSIP) - Phase IV, in the amount of $18,264.35 for a revised contract amount of $1,572,264.35, subject to the approval of the Federal Aviation Administration (FAA). SUMMARY: This change order reflects modifications for individual homes involved in the Airport's RSIP. These changes were necessary to maintain the insulation barrier of the home so as to meet the requirements established by the Federal Aviation Administration (FAA). The cost of this change order is 90% reimbursable by the FAA. BACKGROUND: The purpose of the Residential Sound Insulation Program (RSIP) is to mitigate aircraft noise impacts to residential homes that lie within the 65 CNEL (Community Noise Equivalency Level) noise insulation boundary. The program is now completing its fourth phase, which included 68 homes. All of the homes are within the City of Palm Springs. On January 21, 2004, the City Council awarded Great West Contractors, Inc an agreement for Phase IV of the Airport's Residential Sound Insulation Program (RSIP) in the amount of$1,554,000. The purpose of(RSIP) is to mitigate aircraft noise impacts to residential homes that lie within the 65 CNEL(Community Noise Equivalency Level)noise insulation boundary. This change order represents several modifications associated with individual homes, which were required in order to maintain the integrity of the home, meet the noise reduction standards mandated bythe FAA, meet building code standards and/orwere not shown on the project plans and specifications. The specifics are shown in the attached change order. Funds are available in account 415-6600-56047, RSIP AIP 29 Phase 5. This represents the first and only change order for this project. The construction of a secondary ceiling as been rejected by the Homeowner (see Attachment 4); 5. The fireplace baffle could not be installed to the existing manufactured metal box fireplace (see Attachment 5); 6. Cost Proposal No. 6 did not reflect a cost or credit and was deleted(see Attachment 6); 7. The additional cost is for a sliding glass door that was shown as a window in the Plans (see Attachment 7); 8. Cost Proposal No. 8 was rejected by the Contractor. 9. The additional cost is for a window not shown on the Plans(see Attachment 8). 12. The additional cost is for removing and replanting a large cactus plant in front of a window. (see Attachment 9) 13. The additional cost was for framing needed because the existing walls were not deep enough to receive new windows. (see Attachment 10) 14. The additional cost is for the moving of a lot of furniture and boxes that the Homeowners did not move even though they were notified that it was a requirement. The husband was not in good health. Electrical wiring had to be relocated to accommodate. (see Attachment 20) CHANGE ORDER NO. 1 24. The additional cost was for installing a bath exhaust fan required to meet ventilation codes. (see Attachment 20) 25. An acoustical KVB unit was installed because the existing roof and kitchen ceiling conditions were not compatible with the specified baffle. (see Attachment 21) 26. The additional cost was for framing needed because the existing walls were not deep enough to receive new windows and sliding glass doors. (see Attachment 22) 27. The additional cost was for installing a bath exhaust fan required to meet ventilation codes. (see Attachment 23) 28. The existing window was too small to receive a Program window; a 1/2" fixed glass window and wood framing was provided. (see Attachment 24) 29. The existing stucco had openings around the doors that need patched to complete the installation of the sliding glass doors. (see Attachment 25) 30. The existing electrical was not code compliant and needed to be replaced. (see Attachment 26) 31. Door stops were provided in concrete to prevent doors from swinging into existing light fixtures. (see Attachment 27) 32. Metal trim was required to fill cap between existing floor tile and new sliding glass door threshold. (see Attachment 28) 33. The evaporative cooler needed to be moved to meet code. Existing location did not meet code. The existing electrical did not meet code and new electrical was provided as required. (see Attachment 29) 34. The additional cost was for framing needed because the existing walls were not deep enough to receive new windows. (see Attachment 30) 35. Project House No. 59 was not opened and credit is due to the City; materials will be turned over to the City for storage. (see Attachment 33) 38. A credit was due to the City for 3 chimney dampers that could not be installed due to existing conditions. 39. The additional cost is to cover the roof coating to match the color and look of the existing roof. This was required at the new secondary roof. CHANGE TO CONTRACT PRICE Original Contract Price: $1,554,000.00 Current Contract Price, as adjusted by previous change orders: $1,554,000.00 The Contract Price due to this Change Order will be increased by $18,264.35 The new Contract Price due to this Change Order will be: $1,572,264.35 CHANGE TO CONTRACT TIME The Contract Time will be increased by 17 calendar days. End of Contract date is August 27, 2004.
