Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The Public Works and Engineering Department has prepared plans for the reconstruction of the south City Hall parking lot (adjacent to Tahquitz Canyon Way). The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with 7.03.040 of the Procurement and Contracting Code the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost of approximately $525,000. RECOMMENDATION: 1) Approve the plans, specifications, and working details for the South City Hall Parking Lot Rehabilitation, City Project 01-17, and authorize staff to advertise and solicit bids. STAFF ANALYSIS: The Public Works Department oversees the maintenance of the City's parking lots and related facilities. Several years ago, the Department embarked on an effort to reconstruct many of the City's parking lots using a concrete "whitetopping" material installed directly over the deteriorated pavement. This material was used in the rehabilitation of parking lots at the Mizell Senior Center, Swim Center/Pavilion, and the Library. These parking lots have shown lasting durability with the use of the concrete whitetopping, and it is recommended that the material continue to be used on this and future parking lot rehabilitation projects. City Council Staff Report April 16, 2008 - Page 2 City Hall Parking Lot Rehabilitation (CP 07-18) The south City Hall parking lot is the next facility scheduled to be rehabilitated similar to the other parking lots. One reason the older City parking lots have failed was with the type of trees that were planted years ago. Most parking lots used carob trees, which had a tendency to uplift the pavement and adjacent curbing — which has occurred in the City Hall parking lot. Therefore, the plans include the removal of all of the existing parking lot trees (perimeter trees will remain), and installation of new landscaping and irrigation system. This will ensure that the new parking lot improvements will not be compromised by invasive roots from the older carob trees. Within the southwesterly portion of the City Hall parking lot, nearest Tahquitz Canyon Way and Civic Drive, the center parking spaces will be redesigned to orient the parking spaces in a north-south direction, allowing for 3 parking spaces to be added. Along the row of parking spaces adjacent to Tahquitz Canyon Way, another 3 parking spaces will be added, with 4 tree wells to provide landscape shading that currently does not exist in that area. The Department coordinated with Sharon Heider, Director of Parks and Recreation, to develop the landscaping plan and plant palette for the City Hall parking lot. The plant palette that is recommended includes all very low maintenance, drought tolerant desert landscape materials. Parking lot shade trees will include a mixture of two species: "Desert Museum" Palo Verde, and Phoenix Mesquite. Although the existing parking lot islands lack any accent plantings or shrubs, it is recommended that some ornamental landscaping be installed, and includes the following plants, Red Yucca, Dwarf Century Plant, Twin Flowered Agave, and Queen Victoria agave. Staff met with Paul Ortega, the appointed Landscape Architect to the Architectural Advisory Committee to review the suggested landscaping plan, and he concurred with the proposed plan. A copy of the parking lot improvement plan and landscaping plan is included with this report. The plans and specifications have been prepared by Department staff, are ready for Council approval and the subsequent advertisement for construction bids. Section 7.03.040 of the Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's Estimate for this project is $525,000. Approval of the recommended action will allow staff to proceed with bidding of this project, such that construction can occur during the summer.
