City Council Staff Report DATE: April 16, 2008 CONSENT CALENDAR SUBJECT: PURCHASE OF SCOREBOARD FOR PALM SPRING STADIUM FROM: David H. Ready, City Manager BY: Department of Parks and Recreation SUMMARY The current scoreboard at Palm Springs Stadium is 22 years old. For the past three (3) years, the City has had to repair the scoreboard controller on several occasions to keep it operational. Last year, the scoreboard controller failed again and was fixed with parts acquired from another scoreboard. The City has been informed that the existing scoreboard controller is totally obsolete and needs to be replaced. This action would authorize the purchase of a new scoreboard at the cost of $64,559.41 from Spectrum Corporation. RECOMMENDATION: 1. Approve the purchase of a scoreboard from Spectrum Corporation in the amount of$64,559.41. 2. Authorize the City Manager to execute all necessary documents necessary to effectuate this action. STAFF ANALYSIS: In the current "Agreement to Use Facilities" between the City of Palm Springs ("City") and Palm Springs Power ("PSP"), both parties agree to allocate funds for Capital Improvements to Palm Springs Stadium. Each year, PSP agrees to pay the City the sum of at least Ten Thousand Dollars ($10,000), and the City agrees to contribute the sum of Twenty Thousand Dollars ($20,000) from its annual Measure "Y" allocation, all sums being used to make specific capital improvements at the stadium. The scoreboard was one of those projects identified when the current agreement was approved in 2006. With the age of the scoreboard, it is difficult to find parts to repair the controller, which is the most important part of the system. If the controller fails or has difficulties, the / 2008 �J>/�v/JAL l'Jff i c.E'/.FIL.S City Council Staff Report April 16, 2008-- Page 2 Scoreboard for Palm Springs Stadium chances of finding parts or pieces to repair will be next to impossible, due to the existing scoreboard and controller no longer being manufactured. Over the past few years the City has experienced more and more problems with the scoreboard. Although the City has managed to "bandage" the scoreboard back together each time, there is concern that the scoreboard will fail completely. To avoid this, especially during the upcoming season of PSP, staff is recommending that the existing scoreboard be placed with a new one. The cost of a new scoreboard is estimated at $64,560. There is $22,288.12 available in the current year budget for Stadium Renovations (261-2494-51531) that can be applied to the new scoreboard. In addition, the $10,000 capital contribution that PSP is required to make in 2008 will be allocated towards the scoreboard. After combining both sources of funds, an additional $32,271.29 will be needed to cover the cost of the scoreboard. Currently, there is only $8,643 left in unscheduled capital projects. This leaves a balance of $23,629 that needs to be funded. Staff recommends that the majority of funds needed be taken from the Swim Center Replastering Project (261-2493-51552) which has a remaining balance of $22,101. The remaining balance of $1,527 will be covered with funds available under General Parks Improvements (261-2494-51500). The City's lease with PSP for use of the stadium expires at the end of the fiscal year. Since PSP will be the primary beneficiary of the new scoreboard, staff is recommending that the new lease include language that all future capital contributions made by PSP be allocated towards the cost of the scoreboard until the City is fully reimbursed for that purchase. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. The Cooperative Purchasing Network (TCPN) has awarded a competitively bid contract to Spectrum Corporation, of Houston, TX for new stadium scoreboards. Pursuant to the requirements of Section 7,09.010, the Procurement Manager has determined that utilization of the TCPN purchase contract R4869 is acceptable and will adequately protect the public interest in that the total cost of the equipment is likely to be less than could be obtained through an independent City competitive process. FISCAL IMPACT: There is approximately $22,288.12 available in 261-2494-51531 (Stadium Renovations) that can be used to purchase the new scoreboard. Additional funds are available in City Council Staff Report April 16, 2008-- Page 3 Scoreboard for Palm Springs Stadium 261-2493-51552 and 261-2494-51500. Utilization of these funds will not affect any other programs or projects. Any other capital improvements to the stadium would be put on hold until the next fiscal year's Measure "Y" allocation becomes available.
