HomeMy WebLinkAbout9/1/2004 - STAFF REPORTS (14) DATE: September 1, 2004 TO: City Council FROM: Director of Public Works/City Engineer RAMON ROAD SIDEWALK RECOMMENDATION: It is recommended that the City Council award contract to JDC, Inc., in the amount of $37,912.50, for the Ramon Road Sidewalk Project, City Project 03-08. SUMMARY: Award of this contract will construct a new sidewalk to fill in a "missing link" sidewalk gap along the south side of Ramon Road from Thornhill Road and match to existing sidewalk west of Sunrise Way, adjacent to the Ramon Trailer Park. This project is being funded in part through SB 821 funds awarded to the City by the Riverside County Transportation Commission. BACKGROUND: On May 30, 2003, City staff submitted an application to the Riverside County Transportation Commission (RCTC) in response to their call for projects as part of their annual SB821 Pedestrian and Bicycle Facilities Program. Staff had submitted an application for funding of two projects: a new sidewalk on the south side of Ramon Road, west of Sunrise Way to Thornhill Road; and a new sidewalk on the north side of Tramview Road, from Granada Road to the Desert Highland Unity Center. After a review of the many projects submitted throughout Riverside County, RCTC awarded the City's first priority project, the Ramon Road sidewalk. The original project estimate was $50,899 and staff requested 60% funding through the SB821 Program, or $30,539. The requested funding was authorized. The proposed improvements will construct a new sidewalk to fill in a "missing link" sidewalk gap along the south side of Ramon Road from Thornhill Road and match to existing sidewalk west of Sunrise Way, adjacent to the Ramon Trailer Park. The plans and specifications were prepared by Engineering Division staff. The scope of work is included in one Bid Schedule. The project was advertised for bids on July 20 and 27, 2004, and at 2:00 P.M. on August 11, 2004, the Department of Procurement and Contracting received bids from the following contractors: Contractor Bid 1. JDC, Inc.; Rancho Cucamonga, CA $37,912.50 2. Contreras Construction Co.; Indio, CA $41,720.00 3. Zondiros Corp.; Torrance, CA $103,500.00 4. The low bidder is JDC, Inc., from Rancho Cucamonga, CA. The company is a California corporation whose officers are: James DeArmond, President; and Carol DeArmond, Secretary. Sufficient funds are available in the SB821 capital projects grant fund, account number 261-4491-50220 (SB 821 Sidewalk FY 03- 04) and the local Measure A fund, account number 134-4498-50220 (SB 821 Sidewalk FY 03- 04).
