JOINT MEETING MINUTES
WITH THE AGUA CALIENTE TRIBAL COUNCIL
WEDNESDAY, APRIL 23, 2008
Palm Springs Convention Center,
CALL TO ORDER: Mayor Pougnet and Tribal Chair Milanovich called the meeting to
order at 5:10 p.m.
CITY COUNCIL ROLL CALL:
PRESENT: Councilmember Hutcheson, Councilmember Mills, Councilmember
Weigel, Mayor Pro Tern Foat, and Mayor Pougnet.
ABSENT: None.
ALSO PRESENT: City Manager Ready, City Attorney Holland and City Clerk
Thompson.
TRIBAL COUNCIL ROLL CALL:
PRESENT: Richard M. Milanovich, Chairman, Jeff L. Grubbe, Vice-Chair,
Moraino J. Patencio, Secretary/Treasurer, Jeannette Prieto-Dodd,
Member (arrived at 5:45 p.m.), and Virginia Gillespie, Member.
ABSENT; None.
ALSO PRESENT: Tom Davis, Tribal Council Chief Planning Officer, and Michelle
Carr, Tribal Attorney.
INTRODUCTIONS:
City Manager Ready introduced City Staff, and Tom Davis, Tribal Council Chief
Planning Officer, introduced Tribal Staff.
PUBLIC COMMENT:
GARY JOHNS, commented on the proposed redevelopment of the Spa Hotel and
provided a brief history with respect to the architecture.
1. DISCUSSION ITEMS:
1.A. BELARDO BRIDGE UPDATE:
Margaret Park, Tribal Director of Planning, provided an update on the
Environmental process and document preparation.

David Barakian, City Engineer, provided an update on the final
engineering drawings, and the funding of the proposed bridge.
Discussion was held regarding right-of-way regulations and funding gap.
No action taken.
1.B. TRIBAL HABITAT CONSERVATION PLAN:
Margaret Park, Tribal Director of Planning, provided background
information on the Tribal Habitat Conservation Plan, noted the estimated
completion of the document by the end of 2008, and the compatibility with
the Multi-Species Conservation Plan.
Discussion was held regarding acquiring property for conservation habitat.
No action taken.
1.C. INTERSTATE 10 INTERCHANGES:
David Barakian, City Engineer, provided background information on the
Interstate 10 Interchanges, and the progress of the Indian Canyon
Interchange starting construction in Fall of 2009, with two-years of
construction to completion.
Discussion was held regarding phasing of the different Interchanges,
along with cost impacts due to phasing, cost savings of doing all the
Interchanges at the same time, impact to visitors and guests with possible
construction closures, construction estimate and funds available, and City
requested upgrades above the State standards.
No action taken.
1.D. INDIAN RESERVATION ROADS PROGRAM UPDATE:
Tom Davis, Tribal Council Chief Planning Officer, and Margaret Park,
Tribal Director of Planning, provided background information on the Indian
Reservation Roads Program.
Discussion was held regarding the proposed eighty-four miles of roads in
the Indian Reservation Roads Program, commented on the benefits with
the ability to apply for Federal funds for maintenance and improvements,
and the level of Federal funding available_

1.E. SPA CASINO/HOTEL E.I.S. UPDATE:
Tom Davis, Tribal Council Chief Planning Officer, provided an update on
the renovation and expansion of the Spa Hotel and Casino and the status
of the environmental documents, and the impacts to traffic and parking.
Discussion was held regarding the post office property, the projected
project time line, and congruency with the City's proposed East/West
corridor.
No action taken-
I.F. SPECIAL DISTRIBUTION FUND, SACRAMENTO UPDATE:
Alva Johnson, Tribal Director of Government Affairs, and City Manager
Ready provided background information on the status and distribution of
the Special Distribution Fund.
Discussion was held regarding the amended compact that the Tribe
executed with the State, and the Tribal obligations for their funding to the
State.
No action taken.
1.G. JOINT FUNDING OPPORTUNITIES:
Tom Davis, Tribal Council Chief Planning Officer, and City Manager
Ready provided background information on joint funding issues through
CVAG and other Federal and State grants.
David Barakian, City Engineer, provided a Palm Springs Grant Application
information sheet.
No action taken-
I.H. WORKFORCE HOUSING SUMMIT:
Todd Hooks, Tribal Director of Economic Development, provided
background information on the Tribal workforce housing summit, and the
proposed summit on June 19, 2008.
Discussion was held regarding the augmentation of programs and funds
for the cities in the Coachella Valley for workforce housing,

COUNCILMEMBER/TRIBAL COUNCIL COMMENTS: None.
ADJOURNMENT: The City Council adjourned at 6:30 p.m. to the Study Session and
Adjourned Regular Meeting on Wednesday, April 30, 2008, at 6:00 P.M., Council
Chamber, City Hall, preceded by a Closed Session at 4:00 P.M., Small Conference
Room, City Hall, 3200 East Tahquitz Canyon Way.
