SUBJECT: TESTING AND INSPECTION SERVICES AWARD OF CONTRACT —
AIRPORT IMPROVE/MODIFY/REHAB TERMINAL COMPLEX PROJECT

SUMMARY
It is requested that City Council award a contract to Southern California Soils & Testing,
subject to approval of the Federal Aviation Administration for special testing and
inspection services on the Expand/Modify/Rehab Terminal Complex Project.
RECOMMENDATION:
1. Approve a standard form Professional Services agreement with Southern
California Soils & Testing for special testing and inspections services for the
Airport's Improve/Modify/Rehab Terminal Complex Project, CP # 07 09, AIP 3-
06-0181-43, in an amount not to exceed $80,000, subject to FAA approval.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
During construction of the Airport's Improve/Modify/Rehab Terminal Complex Project
special testing and inspection services will be required. Procurement and Contracting
has circulated a Request for Proposal (RFP) 10-08 to solicit proposals from firms that
provide the required services. Fifteen firms submitted proposals by the deadline date.
Of those, nine firms were found to meet our minimum requirements and those firm's
proposals were evaluated and ranked by a staff review panel of three. The attached
RFP Tabulation lists the firms and their final ranking. The top ranked firm was Southern
California Soils and Testing with offices in Indio.
Special Testing and Inspection services are billed on a per test and hourly basis. Staff
has estimated that for this project there will be fees totaling up to $80,000. A copy of the

FISCAL IMPACT:
Funding is Available in the Improve/Modify/Rehab Terminal Complex account 415-
6500-XXXXX.

SCOPE OF SERVICES
Consultant shall provide special testing and inspection services to the City of Palm Springs for
the Palm Springs Internation Airport IMPROVE/MODIFY/RPHAB TERMINAL COMPLEX
PROJECT, City Project No. 07-09, AIP 3-06-0181-43. The address of the Jobsite is: 3400 E.
Tahquitz Canyon Way, Palm Springs, California 92262
The Consultant will provide all special testing and inspection services as required by the plans
and specifications prepared for this project by Gensler Architects (dated March 26, 2008, as
amended) and as otherwise directed by the Owner's Representative employed by the airport for
this project; Allen F. Smoot& Associates.
All services provided by Consultant pursuant to this Agreement must be coordinated with the
Owner's Representative of his designee.
Testing and inspections services will include, but not limited to, soils compaction and density
tests, structural concrete, drilled piers, site concrete, mortar, masonry, grout asphaltic concrete
pavement, structural steel, stel joists, metal decking, cold formed metal framing, metal
fabrications, reinforcing steel, welding, fire proofing, bolts and imbeds, and mechanical
connectors. Inspections will occur on and off site.
On each day of the on-site testing, the Consultant will have its inspector(s) report to the on-site
office of the Owner's Representaitve, or other loction as mutually agreed to, and log in.
Immideatley after concluding the relevant testing, the inspector shall log out, noting the time of
departure and the testing that has been performed.
Each day that testing occurs, the inspector(s) shall submit a daily report (five copies) indicating
the type and quantities of the testing performed, any test results, and observations to the Owner's
Representaive, Architect and Building Department.. Daily reports are due no later that ten (10)
days after testing has occurred.
Consultant shall immediately report any defective wotrk to the Owner's Representative. Such
notice shall be delivered as soon as it is identified, by the quickest means available (either by
phone of in person). Consultant shall follow up such notification with a written report of the
failure or deficiency.

SCHEDULE OF COMPENSATION
Total Compensation shall not exceed $80,000.
Compensation for services rendered shall be in accordance with hourly and per test rates
identified below. Minimum hours, vehicle expense, travel time and travel expenses are
specifically excluded from compensation to be paid to Consultant under this agreement.

Note; All on-site tests are included in the hourly rate (Example- soil density).
For overtime work,the Consultant will be compensated at the hourly rates listed above times L5.
Overtime will apply to work performed by an individual inspector in excess of 8 hours per day;
work performed on weekends and work performed on City Holidays. City Holidays are
identified as : New Year's Day; Martin Luther King Jr. Day, Lincoln's Birthday, Washingto's
Birthday, Memorial Day, Independence Day, Labor Day. Thanksgiving Day, and Christmas.
Invoices for all on-site services performed shall be prepared in detail sufficient to reconcile them
against the Owner's Representative on-sit log.
