APPROVE COOPERATIVE PURCHASE OF FIRE ENGINE
RECOMMENDATION:
It is recommended that City Council approve the cooperative purchase of a fire engine
from Pierce Manufacturing, Inc. of Appleton Wisconsin in the amount of $388,860.05
including sales tax and reflecting applicable discounts by the manufacturer, participating
in a competitive bid with the City of Bakersfield.
SUMMARY:
This action would replace an aging 1992 fire engine that is no longer suitable for frontline
service with a new unit meeting both City operational and National Fire Protection
Association (NFPA) standards.
The Fire Department presented a request to the County's Special Gaming Distribution
Fund for the replacement of Engine 445R, a 1992 Beck fire engine. The request was
partially funded this past June with an award of $225,294.00. The remaining balance of
$163,566.05 is available in the Motor Vehicle Replacement Fund from Fire Department
contributions for this engine.
BACKGROUND:
Over the past five years the City has been replacing aging front-line fire engines utilized
by the Fire Department to deliver public safety services to the community. Fire engines
or fire trucks typically have useful service lives of 15 to 18 years — 10 to 12 of these
years in frontline service, and an additional 5-7 years when moved to back-up or reserve
status. Four of the five frontline units have been replaced in this effort.
The need for fire apparatus replacement is not dependent solely on the age of the unit or
miles traveled. A vehicle's workload, its physical condition, operational reliability, and
compliance with NFPA safety standards are all considered when replacing a fire engine.
Engine 445R, a 1992 Beck fire engine, has reached the end of its economical frontline
service life. The new unit recommended for purchase would replace this engine in
frontline service, and the 1992 Beck would then be moved to reserve status. The
existing backup unit, a 1988 Beck that no longer meets National Fire Protection
Association (NFPA) safety standards, would be disposed as surplus.

The Fire Department submitted a proposal to the County Special Gaming Distribution
Committee in early 2004 for a replacement fire engine. The justification was to provide
reliable fire and rescue service in the Ramon Road and East Palm Canyon corridors
between the Agua Caliente Casino in Rancho Mirage and the Spa Resort Casino in
Palm Springs. This request scored very high in the overall ranking of requests and was
funded, but not at the amount requested. The Fire Department has been contributing
towards the replacement of Engine 445R during its lifetime and there are more funds
accumulated in the account than are needed to pay for the new engine. The Fire
Department may request additional funds from the Tribe in 2005 to allow them the
opportunity to fully fund this engine.
The Director of Procurement & Contracting, pursuant to the requirements of Municipal
Code Section 7.09.010, finds that the competitive process conducted by the City of
Bakersfield is adequate to protect the public interest and that the price of the engine is
likely to be less through the proposed cooperative purchase than could be obtained
through the City's independent competitive process.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING THE BUDGET FOR THE 2004-05
FISCAL YEAR.
WHEREAS Resolution 20973 approving the budget for the fiscal year 2004-05 was adopted
on June 9, 2004; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that Resolution
20973, adopting the budget for the 2004-05 fiscal year is hereby amended as follows:
