AMENDMENT #3 - ALLOCATION POSITIONS AND COMPENSATION PLAN 2004-
2005
RECOMMENDATION
It is recommended that the City Council approve Amendment #3 to the Allocated
Positions and Compensation Plan, adopted by Resolution #20974, authorizing the
deletion of one (1) Assistant Fire Chief position and the addition of one (1) Emergency
Services Coordinator/Administrative Analyst position.
SUMMARY
This requested action would be the third amendment to the Allocation Positions and
Compensation Plan for 2004-2005, which would result in the deletion of one Assistant
Fire Chief position (safety) and the addition of one Emergency Services Coordinator/
Administrative Analyst (non safety). The total number of allocation positions for the Fire
Department remains unchanged.
BACKGROUND
The Assistant Fire Chief's position was created in 1996 to assist the Fire Chief in
managing the fire department administration and operations divisions, in addition to
managing the city wide, disaster preparedness program. Over the years, and especially
since 9-11-2001, the disaster preparedness program has evolved into a high priority
"Homeland Security" all risk, terrorism and natural hazards program. This has required
considerable staff time to meet state and federal requirements, secure grants, and
address the community expectations for an all risk preparedness and response program
during these uncertain times.
The newly appointed Fire 'Chief has the skills and ability to effectively manage all
aspects the fire department and is a Certified Emergency Manager. He does not have
the time to devote to all of these high priority responsibilities. He is, therefore
recommending that a professional Emergency Services Coordinator/Administrative
Analyst be hired to conduct the tasks associated with emergency management. This
position will also assist the fire chief in conducting special projects and administrative
functions within the department.

FISCAL IMPACT
The deletion of one Assistant Fire Chief (Fire MX 74) and the addition of one Emergency
Services Coordinator/Administrative Analyst (MX 50) will result in a total savings of
approximately $148,000 (salary and benefits) to the city general fund budget. In addition
to the salary savings, the new position will be soliciting and receiving emergency
management and homeland security grants on behalf of the city, further increasing the
value to the organization.

WHEREAS an Allocated Positions and Compensation Plan was adopted June 9, 2004, for
the 2004-05 fiscal year by Resolution No. 20974; and
WHEREAS the City Council desires to amend said 2004-05 Allocated Positions and
Compensation Plan to delete one Assistant Fire Chief position and add one civilian
Emergency Services Coordinator/Administrative Analyst position.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that
the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year
2004-2005 is hereby amended as follows:
