Ready, City Manager BY: Department of Aviation SUMMARY Consistent with FAA regulations, the Airport must have a primary Alert Phone System for emergency communications between Airport Operations, FAA Control Tower, Airport Rescue and Fire Fighting, and the Palm Springs Police Department. This action will authorize the necessary replacement of the existing system. RECOMMENDATION: 1. Approve a single source procurement for the purchase and installation of a new ALERT Plus V.2 crash phone system in the amount of$38,760, from Brudvik, Inc. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The purpose of the Airport Alert Phone System is to provide immediate notification to first responders whenever emergency situations on the airport develop. The existing system which was installed in the early 1990's is non-digital technology, very tired, and staff recommends the upgrade to maintain a safe and efficient operation. As the original manufacturer no longer produces or installs such systems, Procurement and Airport Staff due diligence efforts resulted in locating specifications for only one such system suitable for the Airport to use for this purpose. The system staff is recommending for purchase, the ALERT Plus V.2 manufactured by Forum Communications International, is currently in use at numerous other Airports and military air bases with similar applications. City Council Staff Report May 7, 2008-- Page 2 Airport Crash Phone System Replacement Pursuant to Section 7.04 of the Municipal Code, the City Council may approve a single source award of a purchase order under a "Special Circumstance" method without competition when a good faith review of available sources results in only one known vendor. Due to the specialization of these systems, apparent lack or other such systems on the market, and the ability of local vendor Brudvik Inc. to furnish the ALERT Plus V.2 and all materials and labor necessary for installation, staff recommend a single source award for the procurement of the Airport's crash phone system replacement. The ALERT console consisting of the main chassis, the controlling PC and the touch screen monitor in the Airport Command Center 2. Emergency Phone w/message indicator and push-to-talk capability at the FAA control tower 3. Emergency Phone as above installed at the Police facility on the airport property 4. Emergency Phone as above installed at the Palm Springs Fire Department Facility on the airport property This system will be installed utilizing the existing cable facilities which are currently used for the existing ring down phone system.
