HomeMy WebLinkAbout9/15/2004 - STAFF REPORTS (8) Date: September 15, 2004 To: City Council From: Fire Chief APPROVE A FIRE DEPARTMENT STANDARDS OF RESPONSE COVER DEPLOYMENT ANALYSIS RECOMMENDATION: It is recommended that the City Council approve a contract with Citygate Associates, LLC of Folsom CA, for the development of a fire service deployment plan and performance goals known as a "Standards of Response Cover Plan". Total contract cost is $41,423.00 SUMMARY: The city desires an independent review of the current fire station sites and number of fire companies with their staffing levels, as well as any station location change opportunities that may exist. The core methodology used by Citygate in the scope of its work will be that of the "Standards of Response Coverage" systems approach to fire department deployment as published by the Commission on Fire Accreditation International. $40,000 has been, or will be given to the City, by two private development companies to conduct the study. BACKGROUND: The current Fire Department Master Plan that identified the response coverage zones and recommended future fire station locations was approved by the City Council in 1979. Since then, the city has experienced a significant increase in emergency call volume and development within, and outside the fire station 5 minute response zones. Several large developments have been approved in the areas previously identified as being outside of the five minute response zone from the closest fire station. The five minute response zones were identified in 1979 and the information is outdated, therefore, a new analysis is needed to identify fire station staffing and optimal locations for fire stations within the city. The impact to developers who plan on building single family residential homes outside the current response zones is significant due to the requirement to install automatic fire sprinkler systems. A fire station within five minutes relieves the developer of this obligation. Building new fire stations or relocating existing fire stations is a major undertaking by the City. A consulting firm such as Citygate Associates can conduct an analysis of the fire department staffing, station locations, call volume, and risk assessment, and then advise the City on the best method to deliver fire and rescue services to the community.
