SUBJECT: EMERGENCY EXPENDITURES —WIND DAMAGE TO PARKS

SUMMARY
On Sunday, February 3, 2008, Palm Springs was hit by a wind storm that
resulted in severe damage to city parks. A total of thirty-five (35) trees at various
parks were damaged and required the City's landscape contractor to remove the
trees, stump grind the trunks, and remove debris. The costs totaled $37,085.
Due to the urgent need, this expenditure was charged to the Loss Containment
Fund, and, as it exceeds the City Manager's approval authority, approval is
required by City Council.
RECOMMENDATION:
1. Receive and file the report of emergency expenditures, pursuant to Palm
Springs Municipal Code 7.04.040(4).
STAFF ANALYSIS:
Due to the potential dangers presented by damaged and fallen trees, City forces
were immediately called to remove trees to ensure safe access to the parks.
The work took place over several weeks and full costs were not known until after
the 30-day period following the wind storm.
The Palm Springs Municipal Code provides for the City Manager to procure
supplies and services in excess of $25,000 to ensure the public health, welfare
and safety, and requires a written report of such expenditures to the City Council.
As this windstorm was of high severity, the City may be eligible to receive
reimbursement from the state. Staff has prepared Disaster Preparedness forms
and submitted them to the California Governor's Office of Emergency Services
for potential assistance in recovering some of the costs for the damage incurred.
