COMMUNITYREDEVELOPMENT AGENCY STAFF REPORT DATE: May 7, 2008 CONSENT CALENDAR SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND AUTHORIZATION TO BID THE DOWNTOWN TRASH ENCLOSURE REDESIGN AND DOWNTOWN ALLEYWAY ENHANCEMENTS, CITY PROJECT NOS. 02-08 AND 03-08. Ready, Executive Director BY: Community & Economic Development Department SUMMARY: The Downtown Trash Enclosure Redesign and Alleyway Enhancements, City Project Nos. 02-08 and 03-08, is a project being undertaken by the Agency to address concerns with the cleanliness, functionality and appearance of the trash enclosure and surrounding area. The construction documents (Plans, Specifications and Estimate) are being completed and, in accordance with 7.03.040 of the Procurement and Contracting Code the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with these public projects, with an estimated cost of approximately $310,000. RECOMMENDATION: 1. Approve the plans specifications and working details for the downtown trash enclosure redesign and alleyway enhancements, City Projects 02 08 and 03-08, and authorize staff to advertise and solicit bids. Plans, Specifications & Estimates Qo�� �Gti Community Redevelopment Agency Staff Report May 7,2008-Page 2 Downtown Trash Enclosure and Alleyway Improvements between Pomme Frite and The Chop House, as it is a major entry to the downtown_ The enclosure is located on City-owned property but a portion of the beautification area will be undertaken on private property. On November 7, 2007, the Community Redevelopment Agency approved an agreement with DMC Design Group, Inc. a professional engineering and surveying consultant, for survey and design services for the redesign of the downtown trash enclosure, and also approved an agreement with David Volz Design (DVD), a landscape architectural firm for the design of enhancements to the downtown alleyway between the multi-level parking structure and Palm Canyon Drive. The consultants (DMC and DVD) prepared conceptual designs that were presented to those downtown businesses that will be the ultimate users of the trash enclosure facility or will most benefit from the alleyway beautification. These businesses played an active part in the process helping to guide the final design of these improvements. In addition, the project was presented to the Architectural Advisory Committee (AAC) on February 25, 2008 and again for restudy on March 10. On March 10, after the consultants revised their plans and incorporated many of the recommendations of the AAC, AAC gave their full approval and support to the redesigned trash enclosure and recommended that the downtown alleyway beautification project be carried out at a later date as part of a larger overall downtown master plan that may include wayfinder signage and other features to enhance the downtown experience. At the present time, there is no such comprehensive downtown master plan in place and Staff have not been directed by Council to carry out such a plan. The project was reviewed by Planning staff and the design of both the enclosure and the alleyway beautification improvements were approved. Section 7.03.040 of the Procurement and Contracting Code requires for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's and Landscape Architects Estimate for this project is approximately $310,000. Approval of the recommended action will allow staff to proceed with bidding of this project, with a tentative bid opening date of May 12, 2008 and an award date of May 28, 2008. It is the intent that the construction of these improvements will be completed over the summer, when business is slower and some of the most impacted businesses will be closed or doing their own renovations.
