2004 CITYWIDE ARHM OVERLAY
RECOMMENDATION:
It is recommended that the City Council approve and adopt the plans, specifications and
working details, and authorize advertisement for construction bids for the 2004 Citywide
ARHM Overlay Project, City Project 04-01.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Title of the Municipal Code requires
that Council approve and adopt plans, specifications and working details, and authorize
the bid request for all public projects in excess of$100,000. Approval of this project will
allow staff to proceed with this public project, with an estimated cost of $590,000.
BACKGROUND:
The Public Works&Engineering Department oversees the maintenance of the City's street
system. A list of streets in need of major repairs has been compiled. An overlay of asphalt
rubber hot mix (ARHM) material is proposed to seal larger cracks and overlay the entire
street to provide an extension of its life. The material uses rubber generated from scrap
tires. The State has approved a recycled rubber grant to the City in the amount of$6,000.
In addition, the 2003/2004 and 2004/2005 budgets have a total of $371,000 for this
project. The project has been divided into seven bid schedules, to allow Council to award
street work depending on actual bid prices received. The schedule breakdown is as
follows:
Schedule A - Araby Drive
Schedule B - Barona Road and Anza Trail
Schedule C - Via Altamira, Valmonte Norte, Avenida Palo Verde and Via Corta from
Altamira to 40' north of Granvia Valmonte.
Schedule D- Granvia Valmonte west of Via Miraleste, Valmonte Sur, Via Colusa and Via
Corta from 40' north of Granvia Valmonte to Via Colusa
Schedule E - Granvia Valmonte east of Via Miraleste and Camino Real
Schedule F - Alejo Road adjacent to Frances Stevens Park
Schedule G - Sewer manhole raising on Gene Autry Trail (paid from sewer fund)
Section 7.03.040 of the Municipal Code requires that for public projects in excess of
$100,000 Council approve and adopt the plans, specifications and working details, and
authorize staff to advertise for construction bids. The Engineer's Construction Estimate
for this project is approximately$590,000. Funding for this project will be available through
the Local Measure A account and the Sewer Fund for Schedule G.
This action is being brought before Council to be in compliance with the Municipal Code.
Following Council's approval of the plans and specifications,and authorization to advertise
for construction bids, staff will schedule bid advertisements with a tentative bid opening
date of October 20, 2004. 1 A,

Dear Mayor and City Council:
It has come to our attention that you will be considering the allocation of
funds to improve certain streets in the city.
We have been working for some time with city staff on the improvement of
the MOVIE COLONY neighborhood bounded by Alejo on the South, Indian
Canyon Way on the West, Tamarisk on the North and Via Miraleste on the
East.
Although city staff has made no promises our expectations have been high
that work could be done in our neighborhood this calendar year.
To my memory I believe we have only had one slurry seal application in this
neighborhood in the thirty years we have lived here. We would greatly
appreciate much needed street improvements this year.
