Ready, City Manager BY: Department of Aviation SUMMARY The airport has requested from the FAA, and the Council earlier approved, a discretionary grant to fund the needed pavement rehabilitation on Runway 13L/31 R and Taxiway "E" / Cross Connectors "B", "D", "F", and "H" at Palm Springs International Airport. The bid process is complete and this action will award a construction contract to the low responsive bidder Granite Construction Company. Once this action is taken, the results will be forwarded to the FAA for final approval and grant award. The FAA has indicated that a submittal must be made no later than June 20 to be eligible for the grant. The contract is available in the City Clerk's office. RECOMMENDATION: 1. Award construction contract for rehabilitation of Runway 13L-31 R and Taxiway "E" / Cross Connectors "B", "D", "F", and "H", in the amount of $3,723,957.50, to low responsive bidder Granite Construction Company, subject to FAA approval. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The plans and specifications for this project were prepared by RS&H using FAA Airport Improvement Project (AIP) 41, and subsequently approved by City Council on March 19, 2008. The City of Palm Springs Division of Procurement & Contracting office opened bidding for the "Runway 13L-31 R and Taxiway "E"/Connectors Rehabilitation & Construction of Taxilane 'J' Extension", beginning April 1, 2008, closing at 2:00pm on r Item No. 2 . The project was advertised twice (April 1 and April 15) in The Desert Sun, notice sent electronically to 52 contractors, posted to the City's website and plans and specifications were made available via local plan rooms for contractors' review. Fifteen (15) contractors requested plan sets for the project. Note that the Engineer's estimate was $5,415,905.01. BIDDER TOTAL BID Granite Construction $3,723,957.50 Skanska USA $4,486,735.00 Matich Corp $5,480,845.00 Based upon the above, Granite Construction Company is the lowest responsive and responsible bidder with a total bid amount of$3,723,957.50, FISCAL IMPACT: Funding will be provided via FAA grant AIP 3-06-0181-44, approved in an amount not to exceed this contract amount of $3,723,957.50 pending FAA approval of the low construction bid and grant award.
