U y, k ; e N °'buno' Cg41FOVL 1P City Council Staff Repo May 21, 2008 CONSENT CALENDAR Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND AUTHORIZATION TO BID FOR THE 2007/2008 ANNUAL ASPHALT RUBBERIZED HOT MIX (ARHM) OVERLAY, CITY PROJECT 07-17 From: David H. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The Public Works and Engineering Department schedules an asphalt rubberized hot mix overlay (ARHM) of various City streets. Each year the City budgets funding to overlay a few streets with an ARHM overlay that are too deteriorated to receiive the slurry seal treatment. The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with Section 7.03.040 of the Procurement and Contracting Cade the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost of approximately $1,500,000. RECOMMENDATION: 1) Approve the plans, specifications, and working details for the 2007/2008 Annual ARHM Overlay, City Project 07-17, and authorize staff to advertise and solicit bids. STAFF ANALYSIS: The Public Works Department oversees the maintenance of the City's street system. Each year, the Department assembles a capital project to continue its ARHM Overlay Program on various City streets as needed. This year's overlay project, is scheduled to include: • Tachevah Drive, El Alameda, Tamarisk Road, and Amado Road (between Palm Canyon Drive and Indian Canyon Drive) • Belardo Road (between Ramon Road and Arenas Road) Item No. 2 • M • City Council Staff Report May 21, 2008- Page 2 2007/2008 Annual ARHM overlay(CP 07-18) • San Lorenzo Road (between Random Road and Sunrise Way) Camino Real (between Mesquite Avenue and S. Riverside Drive) • Indian Canyon Drive (west half) (between Tramview Road and San Rafael Drive) • Farrell Drive (between Ramon Road and Tahquitz Canyon Way) Baristo Road (between Sunrise Way and Farrell Drive) • Via Escuela (between N. Palm Canyon Drive and Zanjero Road) Provided rubberized asphalt prices do not exceed the engineer's estimate, we are scheduling overlay of approximately 650,000 square feet of City streets this year. The plans and specifications have been prepared by Department staff, are ready for Council approval and the subsequent advertisement for construction bids. Section 7.03.040 of the Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's Estimate for this project is $1,500,000. Approval of the recommended action will allow staff to proceed with bidding of this project, such that construction can occur during the summer.
