SUBJECT: AN APPLICATION BY THE CITY OF PALM SPRINGS TO RENAME A
PORTION OF CALLE ALVARADO TO JACKIE LEE HOUSTON
PARKWAY BEGINNING FROM AMADO ROAD TO ANDREAS ROAD;
GENERAL PLAN — COLLECTOR (2 — LANE UNDIVIDED). CASE NO.

SUMMARY
Staff received a request by Mayor Pougnet at the April 30, 2008, City Council meeting
for the said street name change. Calle Alvarado is a north-south street located between
Alejo Road and Andreas Road. The request is to change only the segment of Calle
Alvarado directly in front of the Convention Center, between Amado Road and Andreas
Road.
RECOMMENDATION:
1. Adopt Resolution No. _ "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS, CALIFORNIA APPROVING A STREET NAME
CHANGE OF A PORTION OF CALLE ALVARADO TO JACKIE LEE HOUSTON
PARKWAY."
PRIOR ACTIONS:
On May 14, 2008, the Planning Commission reviewed and recommended approval of
the street name change to the City Council.
STAFF ANALYSIS.
The process of changing a street's name is governed by Chapter 14.08 of the Palm
Springs Municipal Code (PSMC).

Pursuant to PSMC 14.08.110, the Planning Commission may, for any reason it deems
in the public interest and necessity, recommend to the City Council that a street name
be changed-
The City Council has wide discretion in the naming of City Streets. Findings in support
of approving the proposed project are included in the attached draft resolution of
approval.
FISCAL IMPACT:
If this project is approved, the fiscal impact to the City will include the cost of replacing
the street signs_

RE: Alvarado Road Name Change
At the Council Meeting of April 30, 2008, Mayor Pougnet requested that staff initiate a street
name change request, pursuant to Municipal Code 14.08.110. Specifically, his request is to
rename a portion of Alvarado Road, directly in front of the Convention Center, between Andreas
and Arnado Roads, to "Jackie Lee Houston Way," in recognition of her years of legendary
support of community philanthropic organizations and the Palm Springs lniemational Film
Festival.
Attached you will find an aerial photo of the location which indicates that neither residential nor
commercial entities will be affected by this proposed change.
Your consideration of this name change is respectfully requested at your next Planning
Commission Meeting, as the Mayor has asked it be brought back to City Council at their May 21
meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA APPROVING A STREET
NAME CHANGE OF A PORTION OF CALLE ALVARADO TO
JACKIE LEE HOUSTON PARKWAY,
WHEREAS, The City of Palm Springs (Applicant") has filed an application (Case No.
5.1205 — SNC) pursuant to Chapter 14.08 of the Municipal Code for a street name change
of a portion of Calle Alvarado to Jackie Lee Houston Parkway; and
WHEREAS, on May 14, 2008, the Planning Commission held a public meeting for said
street name change and recommended approval to the City Council; and
WHEREAS, the proposed project is not considered a "project" pursuant to the terms of the
California Environmental Quality Act ("CEQA"), and has been determined to be Exempt
pursuant to Section 15061(b)(3) of the CEQA Guidelines; and
WHEREAS, the City Council has carefully reviewed and considered all of the evidence
presented in connection with the review of the project, including, but not limited to, the staff
report, and all written and oral testimony presented.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1: Pursuant to the California Environmental Quality Act (CEQA) Guidelines, the
project has been determined to be Exempt per Section 15061(b)(3)(General
Rule). The project has no possibility of causing a significant effect on the
environment.
Section 2: pursuant to Municipal Code 14.08.110, the City Council finds that the said
request is in the public interest and necessity as it recognizes Jackie Lee
Houston's legendary support of community philanthropic organizations and
the Palm Springs International Film Festival.
NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City Council
hereby approves changing a portion of the street known as Calle Alvarado between Amado
Road and Andreas Road to Jackie Lee Houston Parkway.
ADOPTED THIS 21$1 day of May, 2008.

ANALYSIS:
The process of changing a street's name is governed by Chapter 14.03 of the Palm
Springs Municipal Code (PSMC). This chapter requires a process that involves a
petition signed by adjacent property owners, a resolution of intention to change the
street name, a publication in a newspaper, and a posting on the said street, prior to
Planning Commission recommendation and City Council action.
However, pursuant to PSMC 14.08.110, the Planning Commission may, for any reason
it deems in the public interest and necessity, recommend to the City Council that a
street name be changed_ The recommendation may be made without complying with
the above-mentioned process.
REQUIRED FINDING:
Prior to recommending approval to the Council, the Planning Commission must find that
the said request is in the public interest and necessity. Staff believes the Commission
should recommend approval based on the recognition of Jackie Lee Houston's years of
legendary support of community philanthropic organizations and the Palm Springs
International Film Festival,
ENVIRONMENTAL DETERMINATION:
Pursuant to the California Environmental Quality Act (CEQA) Guidelines, the project has
been determined to be Exempt per Section 15061(b)(3)(General Rule). The project has
no possibility of causing a significant effect on the environment.
