AMENDMENT#10 - AIRPORT ARCHITECTURAL SERVICES
RECOMMENDATION:
It is recommended that the City Council approve Amendment #10 to Agreement
#4382 with Gensler for architectural services related to the passenger screening
checkpoint and holdroom modifications at the Airport, in the amount of$832,361 for
a revised agreement total of$1,706,473.40.
SUMMARY:
This action will allow for the preparation of construction documents and the
necessary approval documentation related to the proposed expansion/modification
of the passenger screening checkpoint and passenger boarding holdrooms at the
Airport, in accordance with Transportation Security Administration (TSA) standards.
BACKGROUND:
Following the events of September 111h, the Transportation Security Administration
(TSA) completed a minor modification of the passenger screening checkpoint at the
Airport to provide a higher level of security screening, as well as improving the
efficiency. Since that time, TSA has continued to increase the amount of space
required to provide the necessary level of passenger screening. Additionally, the
passenger traffic for the Airport has continued to grow and currently exceeds pre-
September 11`h levels and is expected to continue for the foreseeable future.
In order to provide reduced waiting time for passengers, staff worked with the TSA
on several short-term modifications overthe past 18 months. Included in this was the
introduction of a 3rd screening lane, revisions to the queuing line and modifying the
passenger route through the screening process. While none of these items has or is
expected to be the ultimate solution, they have provided some relief.
Staff has also been working with TSA and the airlines over the past year to gather
passenger data expected in the short and long term so as to understand the
necessary capacity requirements for passenger screening, as well as continual
changes in space requirements from the TSA.
The checkpoint capacity analysis which was conducted indicated the peak passenger
capacity necessary to meet the short term needs of the Airport is four(4) lanes. With
passenger growth continuing to increase year after year, it is anticipated that five (5)
lanes will be needed within the next two (2) to five (5) years.
This amendmentwill allow Gensler,the Airport's architect to proceed with developing
the necessary project design and construction documentation to allow the project to
continue with an anticipated bid date by the end of the calendar year. Actual
construction is anticipated to begin in April or May of 2005 and be complete by the
end of calendar year 2005.

TSA locally has been supportive of all the efforts that have taken place to modify the
passenger checkpoint. TSA has indicated that additional staffing and equipment will
be provided, provided the checkpoint is modified in accordance with TSA standards.
The final modification will require approval from TSA Headquarters, which will
officially confirm their commitment to equipment and staffing.
As has been done on the recent security projects for the Airport and in accordance
with Council direction, design progress meetings have been and are continuing to be
held with the Airport Commission and the City Council. Included in these progress
meetings is a sub-committee consisting of the Airport Commission Operations Sub-
Committee, two (2) representatives from the Planning Commission and one (1) City
Council member. This sub-committee proved invaluable in moving the design along
quickly and helped address the numerous design elements and user concerns.
The attached amendment will provide for the necessary design preparation and
construction documentation related to the modification of the passenger screening
checkpoint and passenger boarding holdrooms at the Airport. Regardless of the final
solution, additional funding for the design solution may be necessary and will be
brought before the City Council if required.
The work referenced within this amendment is eligible for reimbursement via Airport
Improvement Program(AIP)grant 37 from the Federal Aviation Administration (FAA),
which will cover 95% of the cost.
Sufficient funds are available in account no 415-6600-56062 AIP 37.

AMENDMENT NO. 10
AGREEMENT NO. 4382 - ARCHITECTURAL SERVICES
THIS TENTH AM ENDMENT to Agreement No. 4382 for contract services, (herein "Amendment')
made and entered into on the day of , 2004, by and between the CITY
OF PALM SPRINGS (herein "City") and GENSLER (herein "ARCHITECT") is hereby amended
effective September 1, 2004, as follows:
RECITALS
The City and Architect entered into that certain Contract Services Agreement No. 4382 for
Architectural Design Services ("Agreement'), as duly amended from time to time.
The parties wish to amend the Agreement pursuant to the terms of this Amendment to add
additional services to be performed by Architect and increase the Contract Sum to authorize
payment for such additional services.
NOW, THEREFORE, the parties hereto agree as follows:
Section 1
Exhibit"A"Scope of Services, is hereby amended by adding the following Task 11 and associated
sub-task items:
Task 11 - Design Development and Construction Documentation for Passenger Screening
Checkpoint and Passenger Holdroom Improvements related to aviation security.
Sub-task a: Development of construction improvements for an addition to the terminal
facility, including, design development, concept approvals, specifications and
construction administration, in accordance with Transportation Security
Administration (TSA) standards within the footprint of the existing terminal
facility.
• Addition to existing terminal to house six(6)passenger screening locations
in accordance with TSA standards
• Layout of new passenger queuing line in existing lobby to accommodate
new screening locations
• Reconfiguration of arriving passenger lane in existing lobby
• Modifications to existing non-structural elements(interior low walls between
existing checkpoints, passenger arrival lane and retail/concession areas)
• Addition of two (2) passenger hold rooms and toilet facilities to replace
existing temporary hold rooms
• Landscaping of exterior courtyard adjacent to new hold rooms and existing
terminal
DELIVERABLES: Architect and associated sub-consultants to provide full
range of services necessary to complete bid documents for the Palm Springs

International Airport Passenger Screening Checkpoint and Passenger
Holdroom Improvements as depicted in Attachment A to this amendment.
• Schematic Design: Floor plans, elevations, landscape plans, structural,
electrical, mechanical and plumbing plans, meetings, presentations and
Planning Commission submittal and approval.
• Design Development: All disciplines necessary for construction of the
buildings and surrounding landscape. Scope includes all necessary
coordination with the fabric roof supplier.
• Construction Documents: Preparations of necessary project plans and
specifications in City bid document format and for plan check submission
and approval.
• Signage and Graphics: 1) Security entrance identification; 2) Wayfinding
from security to boarding gates; 3) Public Information Display System
(PIDS) housing and identification; 4) Restroom identification; 5) Holdroom
Entry/Gate Identification; 6) Holdroom podium Signage at boarding gate
door and check in counter; 7) Integrated courtyard wayfinding signage; 8)
Welcome to Palm Springs sign at terminal entry; 9) Operational room
identification; 10) One (1) temporary "coming soon" sign design and
production of 2-3 signs; 11) Temporary wayfinding signs in and to
construction walkways.
Section 2
Exhibit "C" Schedule of Compensation, is amended by adding the following:
• Task 11 shall be a lump sum, not to exceed $723,060. Actual compensation shall be based
on hours worked times the hourly rate (see Attachment B), but not exceeding the $723,060.
Architect shall submit invoices for the actual time worked for reimbursement. NOTE: These
fees exclude Fixtures, Furniture and Equipment (FF&E), security equipment and separate
bidding and permitting packages.
• Reimbursable Expenses are in addition to compensation for basic services and shall not
exceed $109,301. Reimbursable expenses include items such as plotting and printing,
postage and delivery and mileage and parking. Architect shall submit invoices for the cost
of the reimbursable expense, which are based on amounts invoiced to Architect plus 10%.
However, the actual reimbursable amount shall not exceed $109,301.
Section 3
Exhibit "D" Schedule of Performance, is amended by adding the following:
1. Task 11 - Preparation of construction documents and completion of the above noted tasks
shall be as noted below, based on the effective date of this Amendment:
a. Concept/Schematic Design - 4 weeks

2. Progress payments shall be made as invoiced by the Architect and shall be based on the
percentage of services provided. Architect shall develop and maintain a cash flow chart for
throughout the duration of this project.
Section 4
1. Full Force and Effect. Except as expressly modified herein all other provisions of the
Agreement shall remain unmodified and in full force and effect.
Section 5
1. Corporate Authority. The persons executing this Amendment on behalf of the parties hereto
warrant that (i) such party is duly organized and existing, (ii) they are duly authorized to
execute and deliver this Amendment on behalf of said party, (iii) by so executing this
Amendment, such party is formally bound to the provisions of this Amendment, and (iv) the
entering into this Amendment does not violate any provision of any other agreement to which
said party is bound.

NOTICE IS HEREBY GIVEN, that the Community Redevelopment Agency of the City of
Palm Springs and the,,,Q.ity-'of�'"Palm Springs Will hold a Joint Public Hearing in the City Council

7:00 p.m., Wednes�.ay, October 6, 2004, to consider the following:
Disposition and Developrfi' tit Agreement ("DDA") between Century Crowell Communities, LP
and the Community Redevelopment Agency of the City of Palm Springs,
for 5 single family infill homes for moderate income households in the Desert Highland Gateway
area of the city, north of Las Vegas Road
Palm Springs, California 92262
The Community Redevelopment Agency of the City of Palm Springs ("Agency")proposes to
enter a DDA with Century Crowell Communities, LP for the purpose of developing five(5)moderate
income single family homes in the Desert Highland Gateway area of the city. Four of the homes
would be Century's Model 102 of approximately 1,400 s.f. and one home would be a Model 104 of
approximately 1,820 s.f. The homes would be located on Jiminez Circle, El Dorado Boulevard,
Avenida Cerca, and Bon Air Drive. The Agency shall make the homes available for moderate
income households,with mortgages affordable to households at 110%of area median income. The
homes will be subject to affordability restrictions contained in a Regulatory Agreement;the Agency
will provide a subsidy to the homeowners to make the homes affordable. Such subsidy shall be
repayable subject to the terms contained in a Promissory Note and Deed of Trust. Finally, in order
to make the price of the homes affordable and the Developer to make a standard return on
investment for the construction, the Agency may provide a subsidy to the developer, including the
contribution of the Agency-owned land to the project
The general partner in the project is Century Vintage Homes, a Century Crowell
Communities entity, located in San Bernardino, California. Century is the developer of the Mountain
Gate project near the neighborhood.
All interested persons are invited to attend the Public Hearing and express opinions on the
item listed above. If you challenge the nature of the proposed action in court,you may be limited to
raising only those issues you or someone else raised at the Public Hearing described in this notice,
or in written correspondence delivered to the City Clerk,at the address listed above,at or prior to the
