Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The Public Works and Engineering Department has inventoried existing traffic signals that should be modified to remove protected signal phasing, and install protected/permissive signal phasing, to improve traffic flow. The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with 7,03,040 of the Procurement and Contracting Code the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of$100,000. Approval of this project will allow staff to proceed with these public projects, with a combined estimated cost of approximately $600,000. RECOMMENDATION: 1) Approve the plans, specifications, and working details for the Traffic Signal Loop Repair Project (City Project 07-11), Sunrise Way at Alejo Road Traffic Signal Modification (City Project 07-12), Sunrise Way at Mesquite Avenue Traffic Signal Modification (City Project 07-14), and 2007/2008 Protected-Permissive Traffic Signal Conversion Project, (City Project 07-19); and authorize staff to advertise and solicit bids as one comprehensive capital project; and 2) Authorize the City Manager to award a construction contract to the lowest responsible and responsive bidder, subject to reporting and ratification by the City Council at the September 3, 2008, City Council meeting. City Council Staff Report June 18, 2008 - Page 2 Various Traffic Signal Projects STAFF ANALYSIS, The Public Works and Engineering Department has inventoried existing traffic signals that should be modified to remove protected signal phasing, and to install protected/permissive signal phasing. In the past, it was common to install a full- functioning 8-phase traffic signal (allowing traffic movement in each direction of a four- way intersection, and for each left-turn phase). However, the industry has subsequently analyzed ways to improve the efficiency of traffic movement on arterial streets, and determined that removal of protected phasing where not required drastically decreases delay of vehicles at signalized intersections. A protected/permissive signal is one that has a five-section vehicle head on the signal mast arm, shown at right below, and has a five-section vehicle head on the far pole, shown at left below: H R Y 'Y / r.. o This type of signal phasing allows traffic to move through the intersection more efficiently, giving left-turning vehicles a "permissive" movement, allowing the turn when there are no opposing vehicles. In a true "protected" phase, a vehicle must wait for the green arrow to make the movement, whether or not there is opposing traffic. Previously, staff had identified and converted the following traffic signals to permissive, or protected/permissive signal phasing; or ensured the original design of new signals included protected/permissive signal phasing: • Indian Canyon Drive at San Rafael Road • Tahquitz Canyon Way at Palm Canyon Drive • Tahquitz Canyon Way at Indian Canyon Drive • Tahquitz Canyon Way at El Cielo Road • East Palm Canyon Drive at Cerritos Road/Smoketree Lane • East Palm Canyon Drive at Camino Real • South Palm Canyon Drive at Morongo Road • Farrell Drive at Via Escuela • Farrell Drive at Alejo Road • Farrell Drive at Baristo Road 000-CC2 City Council Staff Report June 18, 2008 - Page 3 Various Traffic Signal Projects • Farrell Drive at Mesquite Avenue • Ramon Road at El Placer • Sunrise Way at Racquet Club Road • East Palm Canyon Drive at Smokee Tree Commons (Shopping Center) • East Palm Canyon Drive at Farrell Drive • Ramon Road at San Luis Rey Drive • Ramon Road at Paseo Dorotea • Sunrise Way at Tachevah Drive • Sunrise Way at Amado Road • East Palm Canyon Drive at Cherokee Way • Ramon Road at Crossley Road • Tahquitz Canyon Way at Farrell Drive For the current City project, Staff has identified the following intersections that are eligible for conversion to protected/permissive signal phasing: • Sunrise Way at Alejo Road • Sunrise Way at Mesquite Avenue • Dinah Shore Drive at Crossley Road • Sunrise Way at Baristo Road • Indian Canyon Drive at Racquet Club Road At each intersection, existing protected phasing on one or both approaches will be converted to permissive phasing, or protected/permissive phasing; and in certain cases where protected phasing is warranted, protected/permissive phasing is added. Other modifications are proposed, including the addition of emergency vehicle preemption systems, and uninterrupted power supply systems (to keep the signals operational during power outages). The plans and specifications have been prepared by Department staff, are ready for Council approval and the subsequent advertisement for construction bids. Section 7,03.040 of the Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's Estimate for these combined projects is $600,000. Approval of the recommended action will allow staff to proceed with bidding of this project, with a tentative bid opening date of July 15, 2008. However, in light of the City Council's recess until September 3, 2008, it is recommended that the City Council authorize the City Manager to award a construction contract for these projects, subject to reporting and ratification by the City Council at its September 3, 2008, meeting. IMPACT: Funding for this project is available in the following accounts: 133-4298-50203 (Signal Loop Repairs), 133-4298-50204 (Traffic Signal Flow Improvements), 134-4498-50224 (Traffic Safety Project), 134-4498-50252 (Traffic Signal Indian/Tamarisk), 134-4498- 50264 (Signal Modification Mesquite/Sunrise), and 261-4491-50261 (Signal Protective Permissive). Ready City Manager ' This account was originally established for construction of a new traffic signal at Indian Canyon Drive and Tamarisk Road: however, subsequently the City was successful in receiving a federal grant for the installation of this traffic signal. Therefore, these funds are now being allocated for the Sunrise Way and Alejo Road traffic signal modification.
