APPROVING THE PUBLIC ARTS COMMISSION RECOMMENDATION TO AWARD A $2,500
PRIZE TO THE FIRST PLACE WINNER OF THE CITY'S LOGO CONTEST.
RECOMMENDATION:
That the City Council approve the Public Arts Commission recommendation to award a $2,500
prize to the first place winner of the City's logo contest.
BACKGROUND:
In early 2004, the Public Arts Commission was asked by the City Manager's office to develop a
program that would produce a City logo. The purpose of the Logo is to be able to use
something other than the official City seal for general marketing purposes such as the Film
Festival, and other events, as well as items such as coffee mugs and tee-shirts. The logo would
not replace the official City seal for official purposes. The Commission agreed to sponsor a Logo
Contest and developed a Request for Proposal which outlined the project objectives, official
rules, and design and submission criteria.
There were fifty-nine (59) entries received on or before the June 30 deadline from designers
across the country, but mostly from the Coachella Valley region. The Public Arts
Subcommittee reviewed all entries and narrowed the field to eight (8) entries for review by a
Selection Committee. The Selection Committee separately reviewed the designs and voted for
their favorite entry.
The Commission discussed the results of the contest at their September 9 and October 14
meetings. On October 14, the Commission made the recommendation to award the prize to the
first place winner and work with the artist to refine the design to meet the City's objectives. All
eight of the finali s are included.

Background
The Public Arts Commission was asked by the City Manager's Office to develop a program to
produce a city logo. The purpose of developing a city logo was to have a graphic that could be
available to the general public for promotional purposes rather than using the City Seal which is
for official uses. The Logo Contest was not intended to be part of the Council's "visioning" or the
"branding" process-
The Commission agreed to sponsor a Logo Contest and developed a form that incorporated
design criteria, contest rules and submission guidelines. The award prize of$2,500 was offered
to encourage a wide range of people to enter the contest. The Commission mailed the notice to
approximately 1,500 people who are currently listed on the public arts database. The contest
form was posted on the City's website and promoted on a segment of the Coachella Valley
Community Report. Notices were also mailed to local graphic designers and print shops listed
in the phone book.
Design and Submission Criteria
Entrants were asked to develop a design that evoked a simple yet progressive image of the
City. The design should represent and reflect the landmarks and unique qualities of Palm
Springs. A motto or slogan could also be included in the submission- Graphics were purposely
left off the contest form because the Commission did not want to bias anyone's imagination or
creativity.
Entrants were asked to submit black and white, single color and multi-color images with color
specifications. The logo designs were submitted on cd's and hard copies. All entries were due
on June 30 with a maximum of three entries per person.
Entries Submitted
There were 59 entries received on or before the June 30 deadline. Entries were received from
people across the country, but mostly from the Coachella Valley region.
Selection Panel
The Commission assigned a subcommittee to review the entries and narrowed the search to
eight finalists. The selection panel included individuals from the Tourism Bureau, City
Managers Office, Public Arts Commission and the general community. A total of nine voting
sheets were received from the selection panel-
Contest Results
The contest rules stipulated that the City does not have to choose any of the entries submitted
thereby nullifying the contest and award. The City could select a winner, pay the$2,500 award,
use the design as submitted, or work with the entrant to modify the design to get the look the
City wants to achieve-
The selection panel was asked to complete a short form that first asked to rate the logos for first,
second and third place. The second question asked whether any of the logos submitted were
appropriate for world wide marketing purposes. The third question asked for comments.

Following is a brief summary of the responses from the selection panel:

Question 2: Do you think any of the logos submitted are appropriate for world wide marketing of
the Palm Springs image?
Five no answers were received. Four did not answer the question.
Question 3: Comments
Six comments were received. The prevailing thought was that none of the logo designs were
particularly inspiring or graphically strong enough for"world wide" marketing. While the selection
committee felt the contest was worthwhile there was not a clear winning design. However, the
committee felt that the top entry could be refined to be acceptable for the City's marketing logo.
Conclusion and Recommendation:
The Public Arts Commission recommendation is as follows: 1) award the$2,500 contest prize to
the first place winner; 2) refine the artwork to meet the City's objective; 3)forward the eight
entries and the logo contest report for City Council for review with a recommendation for
approval.

Who said a logo has to be a "stamp".., a single icon... a
distilled, simple image? Advertisers and product marketers in
the 5D's.
What if we said a logo should be a "treasure chest" or an
"oyster shell?" One summary identity when closed, but a
whole host of wonders when opened.
