HomeMy WebLinkAbout10/20/2004 - STAFF REPORTS (7) j�- DATE: October 6, 2004 TO: CITY COUNCIL FROM: DIRECTOR OF THE DOWNTOWN DEVELOPMENT CENTER APPROVAL OF PHASE TWO "SHARE THE LEGEND" COOPERATIVE ADVERTISING FOR MAINSTREET AND UPTOWN HERITAGE DISTRICT RECOMMENDATION: Approve the Phase Two cooperative advertising proposal for "Share the Leg- end" in the amount of $85,000 for Fiscal Year 2004-05. This program is to in- volve the joint efforts of MainStreet-Palm Springs and the Uptown Heritage District, and is to be coordinated with the separate advertising and marketing budget for VillageFest in order to achieve maximum value for the program budget. BACKGROUND: During the summer of 2003, City Council appropriated the amount of $85,600 for the "Share the Legend" Cooperative Advertising Campaign for Downtown Palm Springs. This Fiscal Year 2003-04 activity was made possible through the use of a Marketing and Advertising Fund of the Community and Economic Development Department. This program, coordinated through the City Man- ager's office, was implemented by the Advertising Committee of MainStreet- Palm Springs under the management of the Director of Downtown Develop- ment. The objective of this program was to stimulate a cooperative advertising dem- onstration program in Downtown, through the application of City funds in combination with private business matching investments in the overall pro- gram. The purpose of this memorandum and attachment is to summarize the current and projected investment results of this program from its inception to June 30, 2004. The following attachment itemized individual expenses by the City and com- plementary matching investments by the private sector. In summary, this over- view is as follows: •Amount Invested by City of Palm Springs: $85,600 •Amount Invested by Private Businesses: $232,149 • Cumulative Value of Total Program: $317,749 • Percent of Total Program Funded by City: 27.0% • Leveraging Ratio of City's Investment: 2.7 to 1 Page Two Based upon the first year's success of this program, the MainStreet Board of Directors and its Marketing Committee have prepared a Year Two proposal for presentation to City Council for consideration for Fiscal Year 2004-05. Also, the Uptown Heritage District merchants have agreed to join this pro- gram in order to further the leveraging of this investment by the City of Palm Springs. Finally, the VillageFest Board has also agreed to coordinate that event's separate marketing and advertising budget with the "Share the Leg- end" program. Hopefully, the positive results of this program can be continued through a co- operative marketing program which benefits the entire community by attract- ing greater numbers of Coachella Valley residents and visitors to our city, and thus acting as a complementary activity to the promotional efforts of the Palm Springs Tourism Division outside of the Coachella Valley.
