HomeMy WebLinkAbout10/20/2004 - STAFF REPORTS (11) DATE: October 20, 2004 TO: City Council FROM, Director, Department Parks and Recreation PROPOSITION 40, THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002, ROBERTI- Z'BERG-HARRIS BLOCK GRANT PROGRAM RECOMMENDATION: That the City Council adopt a resolution that will allow the State of California, Department of Parks and Recreation, Office of Grant Services to encumber Roberti-Z'Serg-Harris (RZH) Block Grant Program funds as designated in State Proposition 40 on behalf of the City of Palm Springs. SUMMARY: Staff asks that City Council adopt a resolution that allows the State of California, Department of Parks and Recreation, Office of Grant Services to encumber RZH grant funds in the amount of $118,333 for a project to be named at a later date. BACKGROUND. On March 5, 2002, California voters passed Proposition 40 by 56.8 percent, the $2.6 billion "California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002." The Parks Bond Act of 2002 provides $2.6 billion for a variety of parks and other projects at the state and local levels, including$186.7 million in funds to implement the RZH program. The Park Bond Act requires that$155 million of these funds be allocated as Block Grants. The Block Grant funds are allocated on a population- based formula. The Block Grant does not require local matching funds and may be used for a variety of purposes, focusing on acquisition and development for neighborhood, community, and regional parks and recreational areas, for land, air, and water conservation programs, including acquisition for those purposes, and to acquire, restore, preserve and interpret California's historical and cultural resources. The City will receive $118,333 from the RZH grant, and staff and the Parks and Recreation Commission will recommend a project to be named at a later date. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ALLOWING THE STATE OF CALIFORNIA, DEPARTMENT OF PARKS AND RECREATION, OFFICE OF GRANT SERVICES TO ENCUMBER ROBERTI-Z'BERG HARRIS BLOCK GRANT PROGRAM FUNDS AS DESIGNATED IN STATE PROPOSITION 40 ON BEHALF OF THE CITY OF PALM SPRINGS. WHEREAS, the people of the State of California have enacted the Proposition 40 Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Bond Act of 2002, which provides funds to the State of California and its political subdivisions for acquisition, development, improvement, restoration, and interpretation of local park and recreation lands; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established bythe State Departmentof Parks and Recreation require the City to certify by resolution the approval for it to encumber said funds on behalf of the City of Palm Springs, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: Section 1. That the California State Department of Parks and Recreation is hereby allowed to encumber Roberti-Z'Berg Harris Block Grant Program funds as designated in state Proposition 40 on behalf of the City of Palm Springs. Section 2. That the City Manager is hereby appointed as agent of the City to conduct all negotiations with the State Department of Parks and Recreation. ADOPTED this 20`h day of October, 2004.
