Subject: TRAFFIC SIGNAL MAINTENANCE SERVICES AGREEMENT
MODIFICATION AND BUDGET AMENDMENT

SUMMARY
Agreement No. 4725 with the County of Riverside approved by City Council on June 18,
2003 and by the County of Riverside on October 28, 2003 provides the City with traffic
signal maintenance services by the County of Riverside Transportation Department.
Approval ofthis modification will allowforthe maximum amountto increase from$150,000
to$193,017.79 for fiscaI year2006/2007 and amend the 2007/2008 budget to$243,017.79
to cover the increase to said contract.
RECOMMENDATION:
1) APPROVE MAXIMUM CONTRACTAMOUNTOF$193,017.79FORAGREEMENT
NO. 4725 WITH RIVERSIDE COUNTY DEPARTMENT OF TRANSPORTATION
FOR TRAFFIC SIGNAL MAINTENANCE FOR THE 2006/2007 FISCAL YEAR.
2) Approve Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR
THE 2007-2008 FISCAL YEAR."
3) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
On June 18, 2003, City Council approved a Traffic Signal Maintenance Services
Agreement(A#4725)with the County of Riverside. Council action provided an amount not
to exceed$150,000 per year for each of an initial three years. The terms of the agreement
however calls for payment on a time and materials basis as it is not possible to predict the
exact volume of necessary signal maintenance services. If the cost per year is proposed
to increase, Council authorization would be required. Although expenditure amounts have

not exceeded $150,000 per year for each of the first three years of the agreement, there
were a high volume of incidents in the 2006/2007 fiscal year requiring County services for
signal repair. The final invoices for 2006/2007 fiscal year total $193,017.79. Invoicing for
the County of Riverside frequently is received several quarters afterthe service is provided.
The final 4`' quarter invoicing for the 2006/2007 fiscal year services was received and
incorrectly billed in May 2008. Corrections and clarifications to final 4`h quarter were made
in June 2008.
In orderto providefinal paymentforthose services it is necessaryto amend the 2007/2008
fiscal year budget and transfer$43,017.79 from the General Fund Balance to augment the
signal maintenance contractual services expenditure account number 001-44301-43200,
FISCAL IMPACT:
Funds for payment to the County of Riverside are budgeted annually in account number
001-4301.43200 (Contractual Services).

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING THE BUDGET FOR THE 2007-08
FISCAL YEAR.
WHEREAS Resolution 21901 approving the budget for the fiscal year 2007-08 was
adopted on June 6, 2007; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that
Resolution 21901, adopting the budget for the 2007-08 fiscal year is hereby amended as
follows:
