I have been coming to Palm Springs since 1973 when my parents first brought me there . We stayed at the Sheraton. Oasis Hotel and meals were included with the price of the daily room rate . It was like staying on a luxury liner. In the years to come, I found Palm Springs a City of Refuge seeing it become famous as a safe haven for individual ( single) persons of any gender identijry and sexual orientation. I knew that someday I would live there. I have been a big supporter of the Indian com- munity (hotel & casino) , the gay, lesbian, bisexual„transgender, intersex community, the wonderful desert mu.seot,Vmd z am a qualified card e rrying member of the Palm Springs Library system. At the time I purchased my lot, it was fox' a sum of money that was a lot of money for that time. At least for me it was having to pay the sellers a price they named on their counter--offer to me . Little be known to either of us at that time, we were about to em- bark from a theshold into a whole new era of Palm Springs real estate development and values. Though zoned for four (4) units or dwellings, it didn' t much matter to anyone that I would plan to build only a single family home. The property is at the very end of town, a few hundred feet away from that; once vast stretch of desert over and up to the Tramway. I loved i;:. , the quiet. the tumble weed rolling down. the middle of the street and the jackrabbits hip-hopping around from the nearby prairie. The change that took place there is still over- whelmingly for me. I had been influenced to go from a ,single home to plan potentially i"or=the construction of four spacious two - story condominium town-houses (hoping to keep one for myself as my own home) . This is where you come in, thanking me for my appreciation of the Planning Department ' s assisstance to me Ito Ao he,very ,beatol could with my land) . Today I am glad I was careful, t$oughtful and cautious to wait and watch. A highly aggressive speculator bought up many lots ot11nn�r street and built: three room condom�.niums. As of last month;_II could only find t or 2 of them ocoupiedaand the rest were all empty. Though there were sold signs, there was evidence that no one had been around .for a long time. That big project over by the TramWay also looked shabby, tattered and failed. A fence around the project ,enmgg apart aad machinery and vehicles unattended and no one in sight . All that nature and beautiful desert habitat destroyed. How Sad. Your Director, Department of Building & Safety , Don Duckworth seeks to place a Lein in the amount of 0 , 305.00 on my individual property tax roll;. I do not owe him or Palm Springs any money . I do not bother any- body . Wtatever he did_ or didn't do to my land iw without my consent . I ask you as City Manne� ®r to request hip resignation. This letter is not a "compliment card'. It is the very opposite of that . It is quite clear that I am not getting equal protection of the law that the U.S . Constitution is to guarantee me. I was went a picture of an expensive auto (BMW, or Mercedes ) parked on my land implying that I was wanted for committSng a_,crime_ K some sort . A simple inquiry from the local police department would have been sufficient . Is everybody in Palm Springs getting these threats for auto ' s parked on their property . Over in nearby 29 Palms there are plenty of Auto ' s left Drivate property( (while the owner' s are away in Iraq) . They are serving for the liberty they defend - the liberty of each of as to follow our dreams . . If Mr. Don Duckworth was employed in the same position by the City of 29 Palms, would you condone that he do to residents and land owners there that which he has done to me? Ahd what about that project over by the Tramway? himass destruction of natural desert habitat , it is looking this way for a year now. Tin to fifteen years ago I remember houses in Palm Springs that looked in very bad condition. You jould see them from the main road0tha'olgh town. I once saw�46L 1n the Los Palmos neighbor- hood and another house in the Movie ColonypLhat were pitifally abused, signaling of a Police Department (of that era) that obviously that does not serve and protect . Another house in Los Palmos, partially boarded upvwas a major tourist attrgetion as a home surrendered by a man to his attorney in lieu of legal fees . Please send me a list of addresses and mamep of owners of all proper- ties in Palm Springs that have been then ( from i5 years ago) and currently under ktykind of abatement proceefings . As yet I hope I don' t have to call in a Civil Rights org'"ization using the Freedom of Information Act to secure vital information to defend mypetf and my property from being financially forced out of the community . My point in most that is said here is about Equal Protection of the Law. I don' t like to be siggled out and terrOr- ized by my own government while others with similar situations ( if not 29 Palms) but Within the city limits of Palm Springs that are not sought after by Mr. Duckworth. Also , please send me information regarding the removal of the auto from my property . Was it auctioned off, sold to a wrecker, or private sale? For how much money? And where has the money gone and who has It? Who has the car? Name and address please . I am staking claim to ownership of the car and all money obtained fromnany transaction of sale . TWO The bottom line here Is that this action and all the proceedings against .me are hostile and unwelcoming. I reserve the right to say here that I believe that those procedures taken against me and my property are a "cleansing" of the City Tax Rolls . More money can he made for the City Coffers . if I can be coerced to give up, sell and move out . I have have endured a lot of insulting mail from greddy , money hungry people ( "Flippers" ) who want me to sell my land . This is not a once only annual thing. It is weekly . If there are complaints against me and/or my property , I am entitled to know who my accusers are, what they said and where I may find them. Please mail me all this Information. Furthermore, I do not like to be told that there are going to restraints oia ray, freedon of speech in a court of justice . I cannot stop your hearing (trial) but I oppose obstruction, of my right to disaovery 'now and/or the future . I am telling all of you now that I reserve the right to raise any and all issues I deem fit and without limitation in any Court of Taw in this nation. I have. a lifetime of being a good ameriean citizen. No. misdemeanors or felonies . An outstanding driving record. No accidents or moving violations in decades . I- mind my own business and believe to live and let live. I feel strongly that all this perpetrated aetiodA4&'VI's hostile and solely based on greed . 1 had problems with our assessor for several years , forcing me to pay more property taxes based on a stated value that was one thlyd higher in assessed value than I paid for the property. My letters and filings to the assessment appeals board were ignored. Finally a Mr. Johnson from the assessors office reduced the assessed value to what I actually paid for the property , But allowed percentage Increases allowed over the years by Prop. 0 . He would not give me refund of any money paid by me over the years of my paying over assessment monies . I 'm certain that those mighty up-right citiziens-o.f the assessment appeals boaxd;rirxuver.. heard of my appeal or papers filed. . I sincerely hope you will immediately put Mr. Duckworth on leave without pay , while a thorough investigation into the handeling of matters In all his actions as a civil servant of the people of Palm Springs it undertaken. I volunteer this document as a major complaint against him. He is lacking in skills of objectivity more important , he is Taking in skills of negotiation, problem solving, delegation of duties to open, promote, resolve and close situations with fairness , justice and satisfaction for all concerned. He lacks cognition to develop lnslght to matters where prejudice and discrimination prevail . In my opinion he just does not have those abilities to carry out the duties of his jobsand properly serve the community' pursuit of happiness that Palm Springs has become world famous for. This was instigated by Nadine Fieger conducting a personal vendetta against me for my role as neighborhood spokesperson in the matter of the notorious Sunny Sands .Apartments on N Palm Canyon,which burned to the ground a few years ago after numerous fires on the property. For years neighbors complained to Ms Nadine about the deplorable situation at the Sunny Sands: illegal parking, drug dealers,]cookers. The Sunny Sands owner even broke through his wall to make a gate onto a neighbor's lot-- but Ms Nadine did absolutely nothing about that; she was far too busy snooping around people's homes,taking a tape measure to their foliage,then issuing her cursed Notices. Her incompetence in the Sunny Sands matter, which went on for years, was impossible to comprehend unless, as our neighborhood suspected, she was in collusion with the owner of that property. Ms Nadine and her henchman, Terry Tatum, sent their crew to my home to destroy the foliage; they did not give me a date when this was to happen. Just turned up. In an act of pure vindictiveness,they seat thew back a second time to destroy What little had been left. Their crew foreman told me, on his first visit,that corner foliage was to be left at 2.5 feet. When he returned a couple of days later,he told me he had been instructed by Ms Nadine and M Terry to cut things to the ground. I raised my objections in person to Tatum;he responded by mocking and taunting me. His behavior was utterly unprofessional. When I suggested that numerous corners in Las Palmas have foliage growing out to the street,his response was typical of the authoritarian personality he cultivates: he refused to go with me to examine those properties,being`much too busy." Instead, in a perfect example of his despicable cop mentality,he asked me for addresses, so that he could give those unfortunates Notices too. He is a foliage cop, nothing more; and cares absolutely nothing for neighborhood standards or conventions. Finally,I want to raise an issue with you regarding Ms Nadine's residence: does she live in Palm Springs? Croogle locates a Nadine Fieger in another city entirely. Has the City installed an individual,and paid them from City funds, to make decisions about the aesthetics of a city where she herself does not live? If so, that is an outrage. Attached to this report are the Resolutions for 14 of these nuisances that have been abated, but for which the property owners have not paid the billing. The total amount outstanding is $19,132.50. FISCAL IMPACT: The City has already paid the bills incurred for these abatements. These bills include City Attorney fees, abatement contractor cost, and staff time costs.
