Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The attached agreement with Riverside County establishes the responsibilities for the City and Riverside County in implementing the County's permanent household hazardous waste collection program in Palm Springs. RECOMMENDATION: 1) Approve the Agreement between the County of Riverside and the City of Palm Springs related to the Household Hazardous Waste Collection Program, in a final form approved by the City Attorney. STAFF ANALYSIS: Riverside County currently operates a household hazardous waste program at a facility located on City property on Alejo Road. The current program is limited to "ABOP" (antifreeze, batteries, oil and paint), and it has been the City's and County's desire to enlarge the facility and upgrade the ABOP program to a permanent household hazardous waste program that can collect the full array of hazardous wastes, including electronic wastes. The City and County jointly applied for a regional household hazardous waste grant from the California Integrated Waste Management Board to fund a portion of the construction and equipment costs of the expanded facility, which is to be located at the wastewater treatment plant. The City and County were successful in obtaining a $149,916 grant for this purpose. The attached agreement establishes the responsibilities for the City and Riverside County in implementing the County's permanent household hazardous waste collection program in Palm Springs, at the new facility to be located at the wastewater treatment ITEM NO. City Council Staff Report July 16, 2008 HHW Collection Program Agreement with Riverside County plant. The City's obligations are limited to providing City-owned land for the County's facility, and for constructing the new facility, with costs reimbursed up to the $149,915 in grant funds obtained for the facility. The City will also continue to provide advertising through the local media about the household hazardous waste collection program. Riverside County will continue to be responsible for operating the household hazardous waste program, including meeting all environmental regulations, providing staff, and legally disposing of all hazardous materials collected at the facility. Staff recommends that the draft Agreement be approved by City Council, in a final form to be approved by the City Attorney. FISCAL IMPACT: The agreement does not generate any new costs related to the existing household hazardous waste program; current program costs are funded by the City's Recycling Fund. David J.
