APPROVE THE PURCHASE OF FIRE SAFETY EQUIPMENT AND PARTS FOR SELF
CONTAINED BREATHING APPARATUS.
RECOMMENDATION:
That the City Council approve the purchase of ScottTm brand self contained breathing
apparatus upgrade kits and parts from Allstar Fire Equipment, Inc. for the amount
of$51,395.78 for use in conjunction with existing fire safety equipment.
SUMMARY:
The Fire Department received a 100% reimbursable State/Federal Homeland
Security Grant (2004) to upgrade the department's self contained breathing
apparatus to the NFPA(National Fire Protection Act)2002 compliant standard. This
equipment will upgrade 42 of the department's breathing apparatus allowing
firefighters to conduct operations in hazardous environments utilizing the latest
technology to provide for their safety. Additionally, this purchase also includes
necessary parts to maintain the entire inventory of breathing apparatus that the
department currently owns.
BACKGROUND:
The Fire Department received a State/Federal 2004 Homeland Security Grant for
$41,099.92 to purchase upgrade kits for the department's 55 ScottTM self contained
breathing apparatus. This grant is 100% reimbursable to the City. In 2003 the Fire
Department upgraded 13 SCBA units which have been placed on all front line
engines.
The upgrade kits allow the firefighters to exchange air between firefighters if one
firefighter runs out of air during an incident. This upgrade kit was developed and
adopted by NFPA after two firefighters died in a warehouse fire in Phoenix because
they ran out of air.
The 2004 Grant specifically allows for the purchase of this equipment to enhance the
fire department's ability to work in hazardous environments. In addition to the grant,
the department needs to purchase its annual inventory of parts to properly maintain
the 55 self contained breathing apparatus currently on hand.
Quotations for the upgrade kits and various parts inventory were received from the
following three ScottT" brand approved distributors:
Allstar Fire Equipment, Inc. $51,395.78
Fisher Safety $52,709.58
Hagemeyer North America $57,524.30
Funds forthis purchase are available as follows: $41,100.00 in Account#3600-53021
(Fire Improvements, FY04 Homeland Security Grant) , $2,800.00 in Account#3520-
42195 (Fire, Special Dept. Supplies) and $7,495.78 in Account#3520-43010 (Fire,
Special Parts and Repairs).

fire safety equipment was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the 3rd day of November, 2004.
