APPROVE CONSTRUCTION CHANGE ORDER NO. TWO (2) TO CONTRERAS
CONSTRUCTION COMPANY, CITY PROJECT NO. 02-27
RECOMMENDATION:
It is recommended that the City Council approve Construction Change Order No. Two
(2) to Contreras Construction Company, for an increase of $28,412.00 to City Project
No. 02-27 (Convention Center Parking Lot).
SUMMARY:
At the request of Convention Center Renovation representatives funds allotted for this
project will be utilized to construct street improvements on Avenida Caballeros and
Amado Rd. In addition, this Change Order provides for the construction of additional
curb walkway and sidewalk, and creates a new bid item required to compensate the
Contractor for required spandrel work.
BACKGROUND:
On March 31, 2004, City Council awarded Contreras Construction Co., the contract for
City Project No. 02-27, (Convention Center Parking Lot). This project is being
constructed concurrently with the Convention Center renovations, and is being inspected
and administered by the department of Public Works/Engineering.
Construction on the project began on June 14th, and was originally scheduled to be
completed on September 81". Work on the project was deferred beginning on August
2Id due to a lack of electrical service, and work is currently scheduled to resume on
November 81h. Change Order No. One (1) provides the details for this deferment of
work.
A portion of this project was funded using Measure "A" funds, which are allotted for
street improvement work within the City's Right of Way. At the request of Convention
Center Renovation personnel, these funds will be utilized to complete street
improvements along the perimeter of the Convention Center. This includes curb,
paving and driveway approach work on both Avenida Caballeros and Amado Rd. This
work includes items 12,15,16, 23 and a portion of Item A.
In addition to street improvements, this change order corrects an oversight in the original
bid schedule. While the construction of spandrels at the parking lot driveway
approaches were required as a part of this project, the bid item was omitted. Item A
allows for payment of this work.
Items 8, 18, and 26 provides for a new walkway and disabled ramp at the existing
Convention Center parking lot located at the NW corner of Avenida Caballeros and
Amado Rd.
Item 17 allows for payment for additional Type A curb due to the actual quantities
required exceeding the original estimate

Ten (10) additional working days will be added to the project.
Funding for Items 12, 15, 16, 23 and A is available in Account No. 134-4498-50227
(Local Measure A, Amado/Alvarado Street Improvements.
Funding for Items 8, 17, 18, and 26 is available in Account No. 261-4283-5003
(Convention Center Phase 2, Building and Equipment)

C. REASONS FOR CHANGES:
Items 12, 15, 16, 23 and a portion of Item A: At the request of the Convention Center
construction staff, Measure `A' Funds will be used (where allowable), to construct street
improvements along the Caballeros and Amado Rd. Frontages of the Convention Center.
Item A: While always a part of the approved plan for the parking lot construction, a bid
schedule item for these improvements was not included in the contract documents. This item is being
added in order to provide compensation for the work.
Item 17: Actual quantity required exceeded the original estimate.

Items 8, 18 and 26: At the NW corner of Caballeros and Amado a new disabled ramp was
constructed. Due to ADA requirements, the back of this ramp could not match up to the existing
walkway that leads to the adjacent parking lot. This walkway will be removed and replaced to match,
and an additional disabled ramp will be constructed to provide access to the lot.
Ten additional working days will be added to the contract for the completion of these improvements.
* Note: No additional mark ups will be added to any item on this Change Order.All costs per
each item are final.
