O�V PA M$A� ry c V N a k ry('pApYnu •� c9`/ ,Px CITY COUNCIL STAFF REPORT DATE: July 30, 2008 CONSENT AGENDA SUBJECT: PURCHASE ONE (1) E-SERIES ADVANCED LIFE SUPPORT (ACLS) DEFIBRILLATOR AND FOURTEEN (14) FULLY AUTOMATIC AED'S WITH WARRANTY'S AND RELATED EQUIPMENT FROM ZOLL MEDICAL CORPORATION FROM: David H. Ready, City Manager BY- Fire Chief SUMMARY This action would approve the purchase of one (1) ZOLL E-Series ACLS defibrillator, related support equipment, one year extended warranty, and one year preventative maintenance, and fourteen (14) fully automatic AED's with related equipment. The advanced life support defibrillator will be assigned to Truck 441 at the Downtown Fire Station and will result in all Fire Department first line engines and trucks being equipped with a full compliment of advanced life support paramedic equipment, completing an eight year phased program. Fourteen (14) fully automatic AED's will be assigned to the Police Department for field use by Police Department employees. CPR and AED training will be provided to the police department by Fire Department American Heart Association certified instructors. RECOMMENDATION: 1) Award the purchase one (1) E-Series advanced life support (ACLS) defibrillator, related equipment, one year extended warranty, one year of preventative maintenance, and fourteen (14) fully automatic AED's with five year limited warranty and related equipment from ZOLL Medical Corporation of Chelmsford, MA, in the amount of $48,883.27. STAFF ANALYSIS: The Fire Department currently has five ZOLL ACLS defibrillators in service. The purchase of one additional ACLS defibrillator will provide an ACLS defibrillator on each M1 f L' 1 ITEM N0.- •� City Council Staff Report July 30, 2008 -- Page 2 Purchase Zoll Defibrillators front line fire apparatus allowing the paramedics to have the most advanced equipment available to them. This completes an 8-year phased program to provide paramedic equipment at all five fire stations on every front line engine and truck. The Fire Department uses ZOLL defibrillators as the only brand of ACLS defibrillator in order to ensure that its field use is standardized among the paramedics as well as training, supplies, and the preventative maintenance program. In addition, fifteen (15) ZOLL fully automatic AED's were recently purchased and are being installed in all city buildings for use by trained city employees should a cardiac medical emergency happen inside a city building. As an expansion of this AED initiative, the city wishes to place fourteen (14) more AED's in police patrol and support vehicles so that the citizenry will have a higher chance of early CPR and defibrillation during a cardiac medical emergency. Citywide, staff recently attended CPR and AED training utilizing the ZOLL AED's. For consistency and uniformity in training, supplies, and to reduce confusion during a medical emergency, staff recommends that ZOLL AED's continue to be purchased. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. The County of Riverside has awarded a purchase contract to Zoll for the ACLS defibrillator we wish to purchase. In addition, since the Fire Department already uses five (5) Zoll brand ACLS defibrillators, and fifteen fully automatic ZOLL brand AED's have been purchased and installed in city facilities, it is reasonable to purchase one (1) additional ACLS defibrillator and fourteen (14) additional ZOLL brand AED's directly from the manufacturer, Zoll Medical Corporation, pursuant to Section 7.05.040 (3) Standardization of Equipment. Therefore, pursuant to the requirements of Section 7.09.010 (cooperative purchase) and Section 7.05.040 (3) (standardization of brand of equipment), the Procurement Manager has determined that utilization of Riverside County's purchase contract pricing and the standardization of this public safety equipment on the Zoll brand to match existing equipment which will facilitate training, continuity, and program implementation, is acceptable and will adequately protect the public interest in that the total cost of the equipment is likely to be less than could be obtained through an independent City competitive process.
