SUBJECT. Contract with the Omega Group, Inc. for sole source purchase of Crime
View Web software program.

SUMMARY
CrimeView is a crime mapping software application used by the Police Department's
Crime Analysis Unit to perform complex queries that identify crime trends and criminal
activity patterns. The CrimeView Web application is an add-on module that will allow
Police Department staff to more widely utilize CrimeView by providing a more simplified
interface to perform the same queries as Crime Analysis staff.
RECOMMENDATION:
1. Waive the competitive requirements of the Municipal Code and authorize the
City Manager to execute a contract with The Omega Group, Inc. for the sole
source purchase of CrimeView Web in the amount of$42,935.00.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Police Department implemented the CrimeView crime mapping software application
in 2007. This application has been primarily used by the Police Department's Crime
Analysis Unit to prepare maps and related reports of criminal activity. The CrimeView
application is intended to be used by analysts specially trained in the use of the
application. The application requires costly software licenses for each computer that it is
installed on. The application is therefore impractical to deploy throughout the Police
Department.
Crime View Web is an easy-to-use, web-based crime analysis interface between a
geographic information system and our crime report database. Crime View Web is an
internet map server system that allows staff throughout the police department to access

crime data through the existing internal network (intranet). With one site license,
multiple users can simultaneously create maps and reports. Crime View Web can be
accessed with a browser at any computer on the intranet, eliminating the need for data
or mapping software at individual workstations. The implementation of,CrimeView Web
will allow for all Police Department staff to perform their own queries, thereby permitting
Crime Analysis staff to focus more on the analysis of data versus producing maps and
reports for others. Practically, speaking this software program will allow officers and
staff 24 hour access to real time crime statistics which can be used for patrol
deployments to shifting crime areas.
The Omega Group's suite of products, CrimeView and CrimeView Web are all
integrated with and require the use of ArcView, a software product made by ESRI.
ArcView is the City's standard GIS application for mapping and other geographic
information-related processes. The City has already invested in CrimeView from The
Omega Group, Inc. CrimeView Web is an add-on module. Purchasing a new product to
perform the same functionality as the CrimeView suite of products would not be
financially practical, since an excessive amount of staff time would be required to
redevelop the interface between another application and the Police Department's
Records Management System,
The City's existing GIS systems and the proprietary nature of the ESRI platform require
that a compatible software application for crime mapping be purchased on a sole source
basis. Funds to cover the cost of CrimeView Web was approved in the 2008-2009 FY
budget process.
FISCAL IMPACT:
Funding for the purchase of the software program in the amount of $42,000.00 was
approved in the Police CIP budget. The balance will be paid from forfeited assets.
