APPROVAL OF YEAR-ROUND BILLING CYCLE AND AMENDMENT TO THE
COMPREHENSIVE FEE SCHEDULE RELATED TO DOG LICENSING
RECOMMENDATION:
It is recommended that the City Council approve a year-round billing cycle and the
amend the Comprehensive Fee Schedule to approve year round issuing of dog licenses
and discounts for multi year licenses.
SUMMARY:
This proposal would implement a year-round billing cycle for dog licensing and licenses
to be issued for multiple years corresponding with the rabies vaccination. A discount
would be given each year of the extended licenses and for sprayed and neutered dogs.
BACKGROUND:
Dog licenses are currently issued from October 1 st through September 30th. Billing is
sent out at the end of September and payments are to be received within 60 days to be
considered current. The billing is being processed through an outdated data base
program. This method of billing creates an undue volume of receipt processing during
the months of October and November often resulting in overtime hours by the Finance
Department. The Animal Shelter staff then duplicates efforts as they attempt to update
their recently purchased modern software program with the most current license
information. Year-round billing would cause the workload to eventually be spread out
evenly throughout the year. The Animal Shelter software would become the only
database in use and access would be available to both the Finance staff and the
Animal Shelter staff.
There is no multi-year discount offered for unaltered dogs. The amendment would offer
a discourdyt f multip le years licensing of neutered and spayed dogs only.

WHEREAS a Comprehensive Fee Schedule was adopted May 19, 2004 for the 2004-05
fiscal year by Resolution 20942; and
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Palm Springs,
that the Comprehensive Fee Schedule is hereby approved as follows:
