SUBJECT: Acceptance of $27,000 and $12,206 in grant funding from the Edward
Byrne Memorial Justice Assistance Grant Program to partially fund the
equipping of a police patrol vehicle with an Automatic License Plate
Recognition device and to update access system of the Police Training
Center.

SUMMARY
It is recommended that the City Council authorize the City Manager to accept two
Bureau of Justice Assistance federal grants for the Police Department to partially fund
the equipping of a police patrol vehicle with an Automatic License Plate Recognition
device and to update the access system of the Police Training Center. The total grant
amounts will be $27,000 and $12,206.
RECOMMENDATION:
1. Accept $27,000 and $12,206 in grant funding from the U.S. Bureau of Justice
Assistance.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Police Department routinely applies for grant funding from the Bureau of Justice
Assistance program to purchase equipment and enhance programs. This request is to
accept two grants that were awarded to the department.
The first grant is for $27,000 and it will be used to upgrade the access system for the
Police Training Center. Recently there was a new access system installed in City Mall

Accept S27,000 and $12,206 in BJA Federal Grant Funding
and the Police Department. The Training Center was not part of that project, but this
funding will include it in the existing system.
The second grant is for $12,206 and it will be used to partially fund a License Plate
Recognition system.
These devices have been demonstrated to us and we have seen how useful they are in
crime prevention and interdiction. They are not only capable of alerting a passively
patrolling police officer to wanted persons and vehicles, but they automatically capture
1,500 license plate images per minute, aiding in criminal intelligence (i.e. witness
identification, watch list development, placing a suspect at a scene, terrorist interdiction,
pattern recognition).
This grant period duration for the $27,000 grant is 10/1/06 through 9/30/09 and the
$12,300 grant is between 1011/07 and 9/30/11. (The $27,000 grant was awarded in
2006 but was not sent to Council for acceptance.)
FISCAL IMPACT.
Staff will have the original vendor of the access system quote the cost to upgrade and
integrate the Training Center. Should the cast exceed $27,000, the remainder will be
paid from forfeited assets.
The Palm Springs Police Department is currently evaluating several vendors of the
Automatic License Plate Recognition equipment. A quotation was received in April,
2008 for a four-camera system in the amount of$29,350 per police car, installed. It is
anticipated that, after deciding on a particular unit, we would use our $12,206 JAG
award toward the purchase. The remainder of the balance would be paid from forfeited
assets funds.
