SUBJECT: PALM SPRINGS STATDIUM CONCERT POLICY — ALLOWING YOUTH
CONCERTS

SUMMARY
The Parks and Recreation Commission desires to create new youth activities and
directed staff to pursue the use of the Palm Springs Stadium for youth concerts.
Concerts are currently prohibited at the Palm Springs Stadium as a primary use, and
music is allowed only in conjunction with a sporting event. This item requests
consideration of a one-year pilot program to allow youth concerts in the Palm Springs
Stadium with certain provisions.
RECOMMENDATION:
Waive Minute Order No. 5540 prohibiting band concerts in Palm Springs Stadium for a
one-year period and allow up to three youth concerts, with attendance limited to 500 per
event and ending at 8:00 p.m.
BACKGROUND:
In an effort to create more youth activities within the City, the Parks and Recreation
Commission requested staff to seek approval to host youth concerts in the Palm
Springs Stadium. On October 17, 2007, staff presented the concept to the City Council
for consideration. City Council directed staff to seek input from the Palm Springs
Neighborhood Involvement Committee (PSNIC) and then return for City Council action.
The item was presented to PSNIC in January 2008 and was given an informal vote
resulting in a majority approval, and staff was asked to meet separately with the Baristo
neighborhood. The Baristo neighborhood met without a City presentation on the item
and prepared an initial statement of opposition to the concerts. However, on May 20,
2008, a public forum was hosted by the Baristo neighborhood to allow a full
presentation of the idea and hear dialogue and comments. At the conclusion of the
forum, there was support for use of the Palm Springs Stadium for youth concerts with

the following provisions: the concert program would be done on a one-year trial period
and then reevaluated by the Parks and Recreation Commission and the Baristo
neighborhood; only three concerts would be held during the trial period; attendance
would be limited to 500 per concert; and concerts would end at 8.00 p.m.
Currently, no funds are allocated for youth concerts. If Council approves the use of the
stadium for youth concerts, staff will create a youth advisory group to develop a low-cost
concert program and budget and return to the Parks and Recreation Commission for
approval of the program and City Council for any requests for funding. The program
would offer an opportunity to involve local youth in a leadership role in creating a
positive recreational program for their age group and potentially seek sponsorship
funding.
FISCAL IMPACT:
No funds are allocated for youth concerts in the FY2008-09 budget. Although youth/teen
concerts may create new revenue if fees are charged, the actual amount of potential
revenue to be generated is not known.
