Subject: APPROVE THE WASTEWATER TREATMENT PLANT SECURITY
PERIMETER FENCE DESIGN NOTICE TO PROCEED TO VEOLIA
WATER NORTH AMERICA-WEST, LLC

SUMMARY
Approval of this item will authorize Veolia Water North America-West, LLC ("Veolia") to
proceed with the final design of a security fence around the City's wastewater treatment
plant.
RECOMMENDATION:
1) Approve a Notice to Proceed to Veolia Water North America-West, LLC, in the
amount of $29,096 for final design of a security perimeter fence around the
wastewater treatment plant, City Project No. 08-11.
STAFF ANALYSIS.
On April 26, 2007, Carollo Engineers submitted its final Wastewater Treatment Plant
Capital Rehabilitation and Repair Plan. The plan consisted of several capital project
recommendations listed with priority rankings. Under the heading of General Sitework
Infrastructure, a site perimeter fence and the installation of a security controlled access
entrance gate were listed as Priority 2 ranked projects (those projects recommended for
completion on a five year schedule). In a subsequent meeting on June 29, 2007, this
project was re-prioritized to Priority 1 status by staff, with a goal of initiating the project
within one year.
Currently, the wastewater treatment plant has a chain-link fence surrounding its
perimeter, which extends approximately 7,500 feet bordered by Demuth Park, the
Tahquitz Creek Golf Course, and Gene Autry Trail. A more secure perimeter fence is
required for the wastewater treatment plant.

Notice to Proceed for WWTP Security Perimeter Fence Design
Section 5.3 of the City's Wastewater Services Agreement with Veolia Water North
America-West outlines the process for implementation of capital projects at the
wastewater treatment plant. As the City has determined a Capital Improvement Plan
(CIP) for the wastewater treatment plant pursuant to the Carollo Engineers report, which
includes construction of a new perimeter security fence, in accordance with Section 5.3
the perimeter security fence project is considered a "Needed Capital Project Pursuant
to Section 5.3 (f) "Procurement Process" of the Veolia agreement, staff invited Volia to
submit a proposal for the preliminary design of the perimeter security fence project,
subject to review, negotiation and approval by the City.
Subsequently, Veolia submitted a proposal to prepare preliminary plans for the
perimeter security fence project at a cost of $24,500; notice to proceed with the
preliminary plans was given to Veolia under City Manager authorization, pursuant to the
City's Procurement Ordinance.
A preliminary plan was prepared by Veolia's consultant, Randy Purnell Landscape
Associates, which originally proposed construction of an 8 feet high colored steel fence,
with an angled, triple-point picket at the top for security along certain segments between
the treatment plant and Demuth Park, and construction of an 8 feet high "Omega" steel
wire rod fence along the remaining perimeter. On July 21, 2008, staff presented the
project to the Architectural Advisory Committee (AAC). The AAC reviewed the
preliminary plans and had the following comments:
• The steel picket fence is "angry" looking;
• The "Omega" steel wire rod fence is preferred;
• What landscaping improvements can be done along the Gene Autry Trail frontage?
The AAC ultimately approved the preliminary fence plans (including the segments of
steel picket fence between the wastewater treatment plant and Demuth Park), but voted
to restudy the security fencing along the Gene Autry Trail frontage, to ensure that some
form of landscape setback and landscaping is provided.
Staff reconsidered the proposed security fence plan, and in consultation with Veolia,
revised the preliminary plans to eliminate any of the steel picket fence, and to include
construction of all "Omega" wire rod fence. The frontage of Gene Autry Trail was
revised, to create a 7 feet wide landscape setback adjacent to the street, with a new
2'6" wide bench behind the fence (within the adjacent percolation pond) to allow for
additional landscape behind the perimeter fence. On August 11, 2008, staff presented
the revised perimeter security fence plans to the AAC, who upon review, approved the
plans as submitted.
An example of a steel wire rod fence to be used is included as an attachment.
Veolia has submitted a proposal for final design of the perimeter security fence by
Randy Purnell Landscape Associates in an amount not to exceed $29,096. Staff

requests that the City Council authorize staff to issue a Notice to Proceed to Veolia for
the final design in an amount of$29,096,
FISCAL IMPACT:
The price for this work was negotiated pursuant to Section 5.3 of the Agreement and will
not exceed $29,096. Sufficient funds are available in the Wastewater Treatment Fund
Account No. 420-6800-57025 (Security Fencing).
