A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, IN OPPOSITION TO PROPOSITION 7, THE RENEWABLE ENERGY STATUTE INITIATIVE, FOR THE NOVEMBER 4, 2008, CALIFORNIA GENERAL ELECTION WHEREAS, on June 2, 2008, the office of the California Secretary of State certified for the November 4, 2008M ballot the initiative titled the "Renewable Energy Statute"; and WHEREAS, the proposed "Renewable Energy Statute" initiative would require, through voter approval, that all utilities providing electric service in California procure 50% of their electricity from renewable sources by 2025; and WHEREAS, the City Council of the City of Palm Springs finds that the 50% "renewable source" electricity goal by 2025 is laudable, such a goal is best established through the legislative process where the goal's supportive policies and implementation procedures can be thoroughly debated and evaluated by all parties from all perspectives; and WHEREAS, the establishment of the 50% "renewable source" electricity by 2025 goal is proposed through the ballot initiative process; and WHEREAS, the ballot initiative process is not a deliberative legislative process allowing legislative correction of deficiencies or flaws; and WHEREAS, the proposed initiative "Renewable Energy.Statute (AG #07-0066)" would require a two-thirds vote of the legislature to adjust any deficiencies in its provisions; and WHEREAS, the City Council of the City of Palm Springs finds that the present commitment by the State to renewable energy sources and the establishment of future goals must remain a comprehensive legislative process; and WHEREAS, THE City Council of the City of Palm Springs finds that the proposed initiative is flawed, would result in restricted, inflexible renewable energy policies which would not best serve the citizens of Palm Springs and the State of California, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Palm Springs, California, that it opposes the proposed initiative "Renewable Energy Statute (AG #07-0066)", and calls upon all citizens of California to similarly oppose the initiative.
