CAMINO AMAPOLA AND CAMINO PRIMROSE STREET IMPROVEMENTS
RECOMMENDATION:
It is recommended that the City Council approve and adopt the plans, specifications and
working details, and authorize advertisement for construction bids for Camino Amapola
and Camino Primrose Street Improvements, City Project No. 04-11.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Title of the Municipal Code
requires that Council approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
project will allow staff to proceed with this public project, with an estimated cost of
$209,600.
BACKGROUND:
On April 7, 2004, the City Council approved the 2004-2005 Community Development
Block Grant (CDBG) Program, which included the Public Works and Engineering
Department's application for construction of Camino Amapola and Camino Primrose
Street Improvements. These streets between Calle Amigos and Thornhill Road lack
improvements on both sides, and are in general disrepair. The project is a continuation
of the Calle Amigos Street Improvement project which was completed in September
2004.
The original scope of work funded by CDBG included street widening, construction of
curb and gutter, standard driveway approaches and sidewalk on the unimproved section
of Camino Amapola and Camino Primrose, from Calle Amigos to 160 feet east of
Thornhill Road. These improvements have been detailed in plans and specifications
prepared by engineering staff for two Bid Schedules:
Bid Schedule A - Camino Amapola from Calle Amigos to 160 feet east of Thornhill Road
Bid Schedule B - Camino Primrose from Calle Amigos to 160 feet east of Thornhill Road
Further assessment of existing pavement condition and storm-water surface drainage
from the unimproved pavement area of each street to the respective intersection at
Thornhill Road warranted supplemental improvements, included in two Additive Bid
Schedules:
Additive Bid Schedule C - Camino Amapola Extension to Thornhill Rd.
Additive Bid Schedule D - Camino Primrose Extension to Thornhill Rd.
These added schedules would complete the cross-gutter section at each intersection,
improve existing pavement and storm-water surface drainage (by 1.5" asphalt concrete
overlay) and eliminate stagnant water. The inclusion of the additive bid schedules will
allow staff flexibility in recommending the award of the extra work dependent upon the
bids received and the allowable project budget.

Section 7.03.040 of the Municipal Code requires that for public projects in excess of
$100,000 Council approve and adopt the plans, specifications and working details, and
authorize staff to advertise for construction bids. The Engineer's Construction Estimate
for Bid Schedules A, B, C and D is approximately $209,600. Funding for this project will
be available through the CDBG revenue funds ($172,158) appropriated for this project
as part of the 2004/2005 CDBG Program and from Unscheduled Capital Projects
($37,442). Funds are established in account 137-4805-63547 and 137-4805-5000
respectively.
This action is being brought before Council to be in compliance with the Municipal Code.
Following Council's approval of the plans and specifications, and authorization to
advertise for construction bids, staff will schedule bid advertisements with a tentative bid
opening date of February 8, 2005.
The plans and specifications are available in the City Clerk's Office during regular
business hours for public review.

I HEREBY CERTIFY that this Minute Order, approving and adopting the plans,
specifications and working details, and authorizing advertisement for construction bids
for the Camino Amapola and Camino Primrose Street Improvements Project, City
Project No. 04-11, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the 51h day of January, 2005.
