Ready, City Manager Initiated By: Director of Public Works/City Engineer SUMMARY The City and the City's waste hauler, Palm Springs Disposal Services, have developed specific, written recycling plans for all City facilities. The fact that City facilities such as the Convention Center have a City Council approved recycling policy will enable the City to document its practices which result in increased tonnage of recycled material from each site. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING RECYCLING POLICY FOR THE PALM SPRINGS CONVENTION CENTER." STAFF ANALYSIS: The attached recycling policy for the Convention Center reflects a simple straightforward method to collect recyclable materials at this location. It should be noted that the policy is dynamic and changes as conditions at this facility change, as state legislation changes, and as new equipment and new methods of recycling come about. The Convention Center has created commingled recycling systems. There are numerous ganged recycling containers, those containers where both recyclables and waste can be disposed of, within the facility. All containers are clearly labeled with appropriately sized signage. These containers are serviced by housekeeping staff. The housekeeping staff collects the materials from these containers and transports them to dedicated bins and roll-off containers outside. ITEM NO. 2 • K • City Council Staff Report October 01, 2008-- Page 2 Airport and Convention Center Recycling Administrative staff and workers are encouraged to avail themselves of every opportunity to recycle and reduce waste such as using the containers provided for white paper recycling, shredding sensitive documents instead of burning them, recycling batteries, toner cartridges, cell phones and e-waste. Besides the normal steps taken to recycle, staff is encouraged to "precycle Precycling is the act of reducing the amount of trash produced before it is generated. Examples of precycling are: • Not using disposable items. Use a re-useable coffee mug and utensils. • Using "post-consumer" recycled paper whenever possible. When ordering supplies ask for recycled content products such as file folders, envelopes and other recycled paper products, toner cartridges, corrugated cardboard, and tissue products. Using both sides of a piece of paper To date, in calendar year 2008, the Convention Center has diverted 112.30 tons of recyclables from landfills. The attached recycling plan is reflective of the City's environmental practices and the employment of eco-friendly practices. FISCAL IMPACT: There is no fiscal impact to the City of Palm Springs. INTRODUCTION: The Palm Springs Convention Center is working to reduce waste and increase the amount of recyclable waste diverted from landfills. At the Convention Center recycling opportunities are offered in offices, meeting rooms, and concession areas. Recycling takes place in the staff work areas as well. Recycling at the Convention Center increases its positive community image. The Palm Springs Convention Center recycles: Beverage containers Cardboard Mixed paper Batteries Printer/copier cartridges Metals Wood Pallets Used oil/lubricants Greenwaste This plan sets out measures the Convention Center takes to preserve the environment, to achieve its environmental goal of working with environmental issues from a global perspective, and to promote and become an environmentally friendly recycler. IL RECYCLING WITHIN CONVENTION CENTER: The Convention Center has created a commingled recycling system. RECYCLING IN THE OPERATIONS AREA: For purposes of this plan, the operation area is that area outside the Convention Center. Current recycling efforts include everything covered that the administrative staff is encouraged to recycle as well as: Wood/green waste Tree trimmings chipped for reuse Scrap metal Fluorescent tubes Cardboard from materials received V. EQUIPMENT USED: The Palms Springs Convention Center is an active partner in the City of Palm Springs resource conservation and recycling efforts. As mentioned before, there are numerous ganged recycling containers inside the hallways and meeting rooms for the collection of trash and recyclable materials. Below is an outline of the locations of the recycling bins and the materials to be disposed of in each. Plans are currently in progress to have recycling options set up for the Bureau of Tourism and the Visitor's Information Center as well. • Wood — There is a 30 yard roll off located on the north wall of the main loading dock, marked 'WOOD ONLY'. This includes, but is not limited to, pallets, boards, plywood, MDF, broken down crates, logs, etc. • Cardboard — There is a 30 yard roll off located on the north wall of the main loading dock, marked 'CARDBOARD ONLY'. This is for broken down and flattened, clean cardboard boxes. • Co-Mingled Recycling — Co-Mingled is defined as plastic, glass and paper products. These can all be placed together in the blue dumpster located on the Primrose dock marked 'Recycling'. • 3 & 4 slotted interior recycling bins -- There are currently 3 & 4 slotted recycling bins used in PSCC Colleagues and guests which will allow the used to separate their recycling materials. When the recycling bins are refreshed by any department, they must dispose of the recycled goods in the appropriate containers for processing. Please do not throw any of the recycled materials into the trash roll offs or the trash compactor. The following is a detailed list of what can and cannot be recycled: Aerosol cans (completely empty) Aluminum cans Aluminum foil (clean) ® Beverage cans ® Brochures 0 Cardboard Cereal boxes (remove inner lining) Computer paper Coupons Egg cartons B Food cans Glass bottles and jars Glass cosmetic bottles (remove caps and lids) Laundry bottles Z Ledge paper Magazines Newspapers Paper Paper tubes Phone books Pizza boxes (clean) Plastic bottles Gi Plastic milk jugs ® Tin cans Eu Tissue boxes, unused tissues and napkins *Below are some of the items considered to be hazardous and cannot be put into either the trash or recycling bins. Any of the following items must be disposed of at one of the Palm Springs A.B.O.P. facilities. Please contact Staci Schafer for disposal of any hazardous materials. • Antifreeze • Batteries • Used Motor Oil • Paint and wood stains • E-waste (computers, cell phones, radios, TV's, etc.) • Pool Chemicals • Propane Tanks VI. NEXT STEPS- Expansion of number of ganged recycling containers inside the Convention Center. Development of a food scrap recycling program- Ongoing education of staff regarding recycling. - - 907
