HBRR GRANT APPLICATION TIMELINE
February 18,2003: Formal application submitted to Caltrans for funding of new bridge over existing "low
water crossing"on South Palm Canyon Drive,just north of Bogert Trail; application
proposed construction of new 4-lane bridge to facilitate the future 4-lane width of
South Palm Canyon Drive. The HBRR (Highway Bridge Replacement and
Rehabilitation) Program funds 80% of the project costs; or approximately
$2,800,000 of the estimated $3,500,000 project.
July 28, 2003: Caltrans response to formal application received; City provided with 3 alternatives
to proceed:
1. Demonstrate City is moving forward with widening of existing 2-lane roadway
to 4-lanes, and HBRR funding for 4-lane bridge would be approved.
2. Proceed with HBRR funded project for 4-lane bridge, with local funding to pay
for additional 2-lanes on bridge (HBRR funding limited to 2-lane bridge).
3. Proceed with HBRR funding for2-lane bridge to match existing 2-lane roadway.
April 24, 2004: City of Palm Springs approves refinancing of Financing Authority 1994 Series A &
B Local Agency Revenue Bonds, generating $5,000,000 in revenue for specific
projects; $1,000,000 set aside forwidening of South Palm Canyon Drive to facilitate
HBRR funding for4-lane bridge, also set aside$2,033,750 for construction of storm
drainage improvements along South Palm Canyon Drive from Acanto Drive to
Bogert Trail (being coordinated with adjacent residential development Tract Map
30050, "Alta").
May 10, 2004: Formal letter submitted to Caltrans indicating the City's intent to move forward with
alternative 1, and requesting authorization to proceed with HBRR funded bridge
project; evidence of City's allocation of $1,000,000 for widening of South Palm
Canyon Drive to 4-lanes provided, to demonstrate the City is moving forward with
locally funded roadway widening project.
August 4, 2004: Second letter submitted to Caltrans requesting status of City's May 10, 2004,
request to proceed with HBRR funded project.
December 7, 2004: Caltrans response to second request for authorization to proceed received,
requesting that the City's original grant application and forms be revised to be
consistent with recently changed Caltrans forms.
January 20, 2005: Revised grant application and Caltrans forms prepared and submitted to Caltrans,
seeking formal authorization to proceed with HBRR funded bridge project.
Status: Pending Caltrans review and approval of resubmitted forms; upon receipt of
Caltrans' approval to proceed with environmental studies and preliminary
engineering, City staff to solicit proposals from environmental and design
consultants.
