HomeMy WebLinkAbout2008-09-24 CC MINUTES CITY COUNCIL CITY OF PALM SPRINGS, CALIFORNIA (a JOINT MEETING MINUTES WITH THE AGUA CALIENTE TRIBAL COUNCIL WEDNESDAY, SEPTEMBER 24, 2008 Spa Hotel and Resort, Cahuilla Room CALL TO ORDER: Mayor Pougnet and Tribal Chair Milanovich called the meeting to order at 5:37 p.m. CITY COUNCIL ROLL CALL: PRESENT: Councilmember Hutcheson, Councilmember Mills, Councilmember Weigel, Mayor Pro Tern Foat, and Mayor Pougnet. ABSENT: None. ALSO PRESENT: City Manager Ready, Deputy City Attorney Santana and Chief Deputy City Clerk Hart. TRIBAL COUNCIL ROLL CALL: PRESENT: Richard M. Milanovich, Chairman, and Moraino J. Patencio, Secretary/Treasurer. Jeannette Prieto-Dodd, Member, arrived at 6:10 p.m_ ABSENT: Virginia Gillespie, Member, and Jeff L. Grubbe, Vice Chairman. ALSO PRESENT: Tom Davis, Tribal Council Chief Planning Officer, and Michelle Carr, Tribal Attorney. INTRODUCTIONS: City Manager Ready introduced City Staff, and Tom Davis, Tribal Council Chief Planning Officer, introduced Tribal Staff. PUBLIC COMMENT: JOHN TYMON, Palm Springs, provided comments on the Belardo Bridge and provided copies of opinions published in the newspaper on January 4, 2008, regarding leased land. 1. DISCUSSION ITEMS: 1.A. BELARDO BRIDGE UPDATE. Margaret Park, Tribal Director of Planning, provided an update on the Environmental process and document preparation. David Barakian, City Engineer, provided an update on right-of-way regulations. City Council Minutes September 24, 2008 Page 2 Discussion was held regarding right-of-way regulations. No action taken. 1.B. LINE 8 STORM DRAIN SUNRISE AND RAMON. David Barakian, City Engineer, provided an update on the Line 8 Storm Drain Sunrise and Ramon Project. Discussion was held regarding the Line 8 Storm Drain Sunrise and Ramon Project. No action taken. I.C. INTERSTATE 10/INDIAN CANYON DRIVE INTERCHANGE. David Barakian, City Engineer, provided an update on the Interstate 10/Indian Canyon Drive Interchange Project, and the progress of the Indian Canyon Interchange starting construction in October 2009, with an estimated completion date of May 2011. Discussion was held regarding the Interstate 10/Indian Canyon Drive Interchange. No action taken. 1.D. POLICE SENSITIVITY TRAINING, Police Chief Dominguez reported on the desire to develop and provide cultural training to the Palm Springs Police Officers. Discussion was held regarding the proposed cultural training for the Police Officers. No action taken. 1.E. TAHQUITZ CREEK MASTER PLAN. Sharon Heider, Director of Parks and Recreation, provided an update on the Tahquitz Creek Master Plan. Discussion was held regarding the Tahquitz Creek Master Plan. No action taken. Jeannette Prieto-Dodd, Member, arrived at 6:10 p.m. City Council Minutes September 24, 2008 Page 3 I.F. CHARITABLE GIFTS. Fire Chief Goetz, Director of Parks and Recreation Heider, and Police Chief Dominguez, provided an overview on the projects funded by the Special Distribution Fund to the Fire Department, Library, Parks and Recreation Department, and Police Department. Mayor Pougnet thanked the Tribal Council for their generosity. No action taken. IDENTIFICATION OF FUTURE AGENDAIDISCUSSION ITEMS: Mayor Pougnet identified the sustainability plan and eco-tourism as future discussion items. Chairman Milanovich identified the placement of the homeless, Interstate 10 Interchange Project, Belardo Bridge, and Special Distribution Fund as future discussion items. COUNCILMEMBERITRIBAL COUNCIL COMMENTS: None. ADJOURNMENT: The City Council adjourned at 6:41 p.m. to the Regular Meeting on Wednesday, October 1, 2008, at 6:00 P.M., Council Chamber, City Hall, preceded by a Closed Session at 4:30 P.M., Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way.
