Ready, City Manager Initiated By: Director of Public Works/City Engineer SUMMARY The City and the City's waste hauler, Palm Springs Disposal Services, have developed specific written recycling plans for all City facilities. The fact that.City facilities such as the airport have a City Council approved recycling plan will enable the City to document its practices which result in increased tonnage of recycled material from the site. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING A RECYCLING POLICY FOR THE PALM SPRINGS INTERNATIONAL AIRPORT" STAFF ANALYSIS: The attached recycling plan for the airport reflects a simple, straightforward method to collect recyclable materials at this location. It should be noted that the policy is dynamic and changes as conditions at this facility change, as state legislation changes, and as new equipment and new methods of recycling come about. The airport has created commingled recycling systems. There are numerous ganged recycling containers, those containers where both recyclables and waste can be disposed of within the facility. All containers are clearly labeled with appropriately sized signage. These containers are serviced by housekeeping staff who collect the materials from the containers and transport them to dedicated bins and roll-off containers outside. ' City Council Staff Report December 3, 2008—Page 2 Airport Recycling Plans Administrative staff and workers are encouraged to avail themselves of every opportunity to recycle and reduce waste such as using the containers provided for white paper recycling, shredding sensitive documents instead of burning them, recycling batteries, toner cartridges, cell phones and e-waste. Besides the normal steps taken to recycle, staff is encouraged to °precycle". Precycling is the act of reducing the amount of trash produced before it is generated. Examples of precycling are: • Not using disposable items. Use a re-useable coffee mug and utensils_ • Using "post-consumer" recycled paper whenever possible. When ordering supplies ask for recycled content products such as file folders, envelopes and other recycled paper products, toner cartridges, corrugated cardboard, and tissue products. Using both sides of a piece of paper To date, in calendar year 2008, the Airport has diverted 63.04 tons of recyclables from landfills. The attached recycling plan is reflective of the City's environmental practices and the employment of eco-friendly practices. FISCAL IMPACT.- There is no fiscal impact to the City of Palm Springs. INTRODUCTION: The Palm Springs International Airport is working to reduce waste and increase the amount of recyclable waste diverted from landfills. Inside the Palm Springs Airport recycling opportunities are offered in airport offices, terminals, concourses, and concession areas. Outside the airport recycling takes place in the staff work areas. Recycling at the airport increases its positive community image. Palm Springs Airport recycles: Beverage containers Cardboard Mixed paper Batteries Printer/copier cartridges Metals Woods Pallets Used oil/lubricants Greenwaste This Plan sets out measures the airport takes to preserve the environment, to achieve its environmental goal of working with environmental issues from a global perspective, and to promote and become an environmentally friendly recycler. II. RECYCLING WITHIN PASSENGER TERMINALS: The airport has created a commingled recycling system. There are numerous ganged recycling containers, those containers where both recyclables and waste can be disposed of, within the terminals. All containers are clearly labeled with appropriately sized signage. These containers are serviced by the airport housekeeping staff. The housekeeping staff collects the materials from these containers and transports them to dedicated bins and roll-off containers outside. The following recyclable items are captured in these containers: Newspapers Magazines White/colored paper Cardboard Class and plastic bottles Aluminum cans III. RECYCLING WITHIN ADMISTRATIVE OFFICES: Administrative staff and airport workers are encouraged to avail themselves of every opportunity to recycle and reduce waste such as using the containers provided for white paper is recycled, shredding sensitive documents instead of burning them, recycling batteries, toner cartridges, cell phones and e-waste. IV_ RECYCLING IN THE, OPERATIONS AREA: For purposes of this plan, the operation area is that area outside the terminal and concourse areas. Current recycling efforts include everything covered that the administrative staff is encouraged to recycle as well as: Wood/green waste Tree trimmings chipped for reuse Scrap metal Fluorescent tubes Automotive batteries V. EQUIPMENT USED: As mentioned before, there are numerous ganged recycling containers in the terminal and concourse areas for the collection of trash and recyclable materials. The materials collected from the terminal and concourse areas are taken to bins and roll-off containers in the outside operation area. One 20-yd roll-off for cardboard which is then baled at the Palm Springs Disposal yard. One 20 yd. roll-off for commingled recyclables excluding cardboard. One 3-yd. bin and ten 68-gal. toters for mixed recycling. VI. NEXT STEPS: Ongoing education of staff regarding recycling. Expansion of number of ganged recycling containers in the terminal and concourse area Collection of recyclables aboard the airlines themselves. This is currently limited by the time constraints of the airline take-offs. Development of a food scrap recycling program. i1 6
