SUBJECT: APPROVE PURCHASE OF 4 NEW FORD CROWN VICTORIA POLICE
VEHICLES FOR USE BY THE POLICE DEPARTMENT.

SUMMARY
This action would award the purchase of one (1) CNG powered new Crown Victoria
2009 Police Interceptor Vehicle and three (3) gasoline powered new Crown Victoria
2009 Police Interceptor vehicles for use by the Police Department. These vehicles are
replacements for existing units.
RECOMMENDATION:
Approve the cooperative purchase of one (1) CNG powered new 2009 Ford Crown
Victoria Police Interceptor in the amount of $42,226.28 and three (3) gasoline powered
new 2009 Ford Crown Victoria Police Interceptors in the amount of $23,864.60 each, for
a total purchase amount for all 4 vehicles of $113,820.08 from Wondries Ford of
Alhambra, California.
STAFF ANALYSIS:
The City inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacement. City vehicles and equipment are
replaced based on a number of factors including vehicle mileage, age, maintenance
costs, operating costs, and the resale value of the vehicle and/or equipment to be
replaced.
The units recommended for replacement in this report meet established criteria for
replacement. In keeping with the City of Palm Springs' established commitment to
improving air quality in the Coachella Valley and the Alternative Fuel Vehicle
Procurement Policy ADOPTED BY Council on September 17,2008, all fleet
replacements are evaluated for their operational suitability to the use of alternative fuels.

In cooperation with the Palm Springs Police Department, staff is proceeding with
something that no other police department in the Coachella Valley has done. This CNG
patrol vehicle will be evaluated and analyzed to see how this vehicle performs and suits
the needs of the department. The extra cost of this vehicle ($18,361.68) will also have
to be evaluated and taken into consideration. Fleet Operations and The Procurement
Department are working together to fill the other equipment needs of the City. They are
currently working on a cooperative purchase of a 10-wheel CNG dump truck, and
bidding on two other CNG trucks an F-150 and a F-350 flat bed or equivalent. All
vehicles on this list were approved to bid by the City Manager on October 28,2008.
The CNG Co-op Calstart should make this process a lot easier once it is in place. The
tentative date for this Co-op has now been delayed until after the first quarter of 2009.
Section 7.09.010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
The County of Los Angeles and the City of Santa Monica recently awarded a purchase
contract to Wondries Ford to acquire both gasoline and CNG powered Ford Crown
Victoria Police vehicles. Pursuant to the requirements of Section 7.09.010, the
Procurement Manager has determined that utilization of Los Angeles County's purchase
contract (DPO-FR-36501761-1) for the gas powered units and the City of Santa
Monica's purchase contract (255409-000-OP) for the CNG unit is acceptable and will
adequately protect the public interest in that the total cost of the equipment is likely to
be less than could be obtained through an independent City competitive process. The
lead time for delivery on the 3 gasoline units is approximately 1 week and the CNG unit
is approximately 6 weeks after receipt of the purchase order. Additionally, staff has
identified a County of San Bernardino contract for purchases of CNG dump trucks and
are working toward bringing a request to Council for Palm Springs to purchase it's first
CNG large truck under that contract. Staff continues the search for contracts to join for
the other smaller trucks. If one cannot be found, staff will proceed with bidding them
individually.
FISCAL IMPACT:
Funds for this purchase were appropriated in the current 08/09 fiscal year budget
(Account 510-5475-50020, Motor Vehicles).
