HomeMy WebLinkAbout1/19/2004 - STAFF REPORTS DATE: January 19, 2004 TO: City Council FROM: Director of Public Works/City Engineer, Fire Chief and Procurement and Contracting Manager APPROVE THE PURCHASE OF REPLACEMENT VEHICLE FOR FIRE DEPARTMENT RECOMMENDATION: That City Council approves the purchase of one 2005 Ford Expedition from Ramsey Street Ford of Banning, California in the amount of$31,750.82 including taxes and fees,for use by the Fire Department. SUMMARY: On November 10, 2004, the on-duty Fire Battalion Chief was involved in a traffic collision. The other party to the accident ran a red light and caused the collision. The collision resulted in a total loss of the vehicle. This vehicle is specially outfitted and is used 24 hours per day by the on-duty Battalion Chief who responds to emergency incidents. Current policy calls for the immediate replacement of total-loss vehicles. Staff investigated the availability of both 2004 and 2005 model year vehicles. The recommended purchase will save the City money but will take 4 to 6 weeks for delivery of the replacement vehicle. BACKGROUND: On November 10, 2004, the on-duty Battalion Chief was involved in a traffic collision. The collision resulted in a total loss of the vehicle. This vehicle is unique in the fleet as it is specially outfitted for emergency response and assigned to 24 hour per day usage. The totaled vehicle is a 1999 model and was eligible for a replacement evaluation in this fiscal year. The party who caused the accident carried a minimal amount of insurance and we have received the maximum payable ($10,000) from his insurance carrier. With the application of the insurance settlement, the net cost to the City for this vehicle will be $21,750.82. The Procurement and Contracting division solicited competitive bids for a 2004 model from local dealers to accommodate the immediate need for a vehicle. All of the dealers quoted vehicles which were not currently on their lots. The results were as follows: Palm Springs Motors - $34,474.23 Ramsey Street Ford - $36,295.72 Fiesta Ford -$36,535.14 Ramsey Street Ford January 19, 2004 Page 2 Based on these numbers, and the fact that none of the bids submitted were for vehicles actually located on site (thus lengthening the deliverytime), it was determined to seek pricing for 2005 vehicles through the standard factory ordering procedure. For 2005 model year vehicles, the quotes were as follows: Ramsey Street Ford -$31,750.82 Palm Springs Ford -$36,198.23 Fiesta Ford -No quote received In the interim, the Fire Chief has temporarily re-assigned vehicles in the department to ensure coverage for the highest priority uses (including emergency response). This purchase will return the department to the complement of vehicles necessary to maintain its operational responsibilities. Staff recommends replacement of the totaled vehicle with a 2005 model from Ramsey Street Ford at a cost of$31,750.82. FISCAL IMPACT: Sufficient Funds are available in this year's budget for the Motor Vehicle Replacement Fund due to a reduction in the anticipated replacement of police vehicles in account number 510- 5475-50020.
