APPOINTMENT TO THE HUMAN RIGHTS COMMISSION
Recommendation: Appoint a Human Rights Commissioner to fill a vacancy for the un-
expired term ending June 30, 2006.
BACKGROUND:
Commissioner Pamela Elliot resigned from the Human Rights Commission in
December, 2004.
The City Clerks Department posted a notice of vacancy on December 14, 2004, and
has been advertising the vacancy on PSCTV.
The City Clerks Department re-posted a notice of vacancy on January 4, 2005, and has
continued to advertise the vacancy on PSCTV; with a recommended filing date of
Friday, January 14, 2005; to ensure any additional applications were received timely for
City Council consideration.
The City Clerks Department as not received any new applications. The Department has
on file the following applications. Staff has attempted to contact all those who have
applications on file to determine who continues to express interest.

The Human Rights Commission consists of nine members. The members shall be
appointed by motion of the City Council, adopted by at least three affirmative votes.
Nomination for appointment to the Commission shall be made by the Mayor or any
other Member of the City Council at a public meeting. Commissioners serve at the
pleasure of the City Council. Members shall be bona fide residents and registered
voters of the City and may not be an employee of the City, nor a current applicant for
City employment.
The mission of the Human Rights Commission is to promote and protect the diversity of
our community and to improve human relations through education and community
awareness.
The Human Rights Commission: 1) Develops community education programs; 2)
Investigates and mediates instances of discrimination; 3) Brings persons and groups
together in common support of human rights issues; and 4) Provides conflict resolution
services to residents of Palm Springs for complaints of discrimination.
Lee Husfeldt, Director of Public Affairs, is the staff liaison to the Human Rights
Commission.
