STEWART WILLIAMS,FAIA ARCHITECT -- January 31, 2005 Mayor Oden and Council Members City of Palm Springs Dear Mayor Oden and Council Members: I am an architect whose career in Palm Springs spans more than fifty years of sincere effort to ensure that my architecture preserved the beauty of the.native environment that surrounds it. At 95 1 am no longer able to attend public Hearings but I am APPALLED at the character of The Boulders TTm31095 being proposed for development on the alluvial fan of Chino Canyon an area adjacent to Little Tuscany a much older housing tract developed in the late 30's on the southern edge of the same fan. I can understand the concern of the current homeowners in that charming neighborhood, but personally I am more concerned over the impact the design of this project will have on future development on all three of the alluvial fans that create such a unique environment within the limits of our city's borders. A simple search of the documents submitted in support of this project provide references on pages 32, 40, and 44 of the Initial Boulders Mitigated Negative Declaration to the claim that this project will "entirely remove the existing desert landscape from the site" and that the project would have "a less than significant impact on the visual character of the site and its surroundings." What kind of double talk is that? We are now confronted with a proposal that %vi!I lead to the destruction of the natural environment in all three of the canyons that originate in the great mountains to the west of Palm Springs. They are now covered with boulders of every size and color- the net result of millions of years of exposure to burning sunlight and the patina left by the oxides of metals in the stone. They support several types of barrel and beavertail cacti, and are covered with encilia and other plane growth. They are areas rich in geological history and they are unique to Palm Springs! No other city in the desert areas of the southwest has them. Are we as intelligent responsible beings, about to allow their total destruction by approving the same high density plan adopted by thousands of tract builders all over California designed specifically to provide the largest number of houses per acre at the least possible cost? The proposed plan for The Boulders will do just that and, if approved, will set a precedent for future housing in these special Az>:r>rri o 9,rA,L- �v��f�6 `�#4 i�"GR 1 10 " y Af3t 87 Westlake Circle Palm Springs,California 92264-5538 Telephone 760-321-1198 areas. The terraced pads and parallel streets when completed will transform these fragile areas into nothing less than a place where cookie cutter houses sit side by side like the cemeteries of Flanders Fields with crosses row on row. I am not against development of these areas in a manner consistent with the character of Little Tuscany, where two of my houses can be found. One of them, the Edris House, was recently designated as a Palm Springs Class One Historic Site. The house and pool, cradled by the many boulders on the site, are a classic example of the integration of good architecture and the natural environment around it. Much of the site was left untouched by heavy machinery. The project was completed in 1953. Mr. and Mrs. Edris lived there for nearly forty years sharing the beauty of their home with an occasional visit from a family of raccoons and the covies of desert quail who bobbled about amongst the boulders in search of seeds and food. I am certain that the two architects who presently own the property would be delighted if the entire council would visit the property before arriving at final decisions concerning The Boulders. I too would welcome such a procedure for their place has never lost its magic. It remains living proof of the validity of the philosophy of Ansel Adams, the great photographer of the American West, who said "Man should not always do what he can do, but rather what he MUST do, if we are to leave the beauty of the environment we were entrusted with to future generations as yet unborn." It is a goal worth striving for especially by those who have been elected to make such important decisions for all of us who cherish the quality of life in Palm Springs.
