HomeMy WebLinkAbout2/2/2005 - STAFF REPORTS (13) DATE: February 2, 2005 TO: City Council FROM: Convention Center Project Administrator CONVENTION CENTER CONTINGENCY DRAW-DOWN RECOMMENDATION: It is recommended that the City Council approve drawing-down up to $460,000 of the Convention Center Contingency Fund to allow for funding of increased scope in the project. SUMMARY: This action would provide direction to the project staff on additional work to be completed from the Convention Center Project contingency fund. BACKGROUND: The Convention Center Project has passed the half way point and currently only $183,437 in change orders have been issued. There are also some $450,000 in potential change orders that the project staff is currently reviewing. The total actual and potential change orders to date equals $633,437 which leaves a contingency balance of $2.2 million. The project staff believes it is now possible to begin to draw-down on the contingency for additional scope should the City Council desire. The following is a listing of potential additions: 1. Carpet Mesquite rooms $50,000 2. Copper Metal Fascia $350,000 3. Roof Expansion Joint Repairs $10,000 4. Duroplex finish - Ballroom Wall $15,000 5. Ballroom Beverage Service Equipment $35,000 6. Extend Breeze way south side Exhibit Hall $400,000 (2) 7. Warming Kitchen $500,000 (3) 8. Bathroom Renovations $350,000 (4) 9. Retrofit Oasis Lighting $200,000 (5) 10, Heavier Landscaping S/E Grass area $25,000 (6) 11. Ballroom Air walls $150,000 (7) 12. Extra FF&E $65,000 (1) 13. Ceiling Tile Hallways $100,000 (8) TOTAL $2,250,000 Note: The numbers in "( )" above indicate the Convention Center's Staff priorities. There will not be enough contingency to carry out all of the above projects, however some items can only be accomplished during the course of construction while others can be added at any time. A prime example is the Copper Fascia; in the next couple of weeks the work will reach the point at which a decision must be made to go ahead and stucco the fascia or switch to the copper. The west side fascia will be the most prominent portion of the building and it will not lend itself to changing the finish later. The Project Staff recommends that City Council authorize a draw-down of the contingency to cover items 1 through 5 above; a total of$460,000. Item 1. is the carpet replacement in Page 2 the Mesquite rooms previously discussed with City Council. Item 2. is the metal fascia which is not only recommended by the project staff, but the project designer and the Architectural Advisory Committee. Item 3. is the repair of expansion joints on the existing building to stop the leaking problems that currently exist. Item 4. is a change to a wall finish called Duroplex. It is a paint finish that provides for a relatively inexpensive irregular wall finish. This wall was previously covered in stone but was cut to a plain drywall finish prior to bidding. Item 5 is the pruchase of a beverage station and equipment for th new ballroom. Project staff had not budgeted for this as they understood it would be provided by the concessionaire; it has been clarified that the concessionaires funding of equipment is for the shell kitchen. The remaining items on the list are important and will be revisited as the staff feels comfortable in seeking release of contingency funds. There is still much work to go in the project which may require the use of the contingency. A'Resolution is attached for City Council consideration. � 9 Allen F. If ever we NEEDED to know that the people of this town are not respected,three of you proved it indelibly. The filling of the vacancy on the Planning Commission over the strong objections of Ms.Feat and Mr.Pougnet shows exactly how little you regard us. There were four applicants for the position who will not be given even the courtesy of a hearing. Are you so desperate to get tfh your over-building approved before the March election that you would make the posting of public position such an obvious sham? Why even post it? It was NOT in the Desert Sun(which would be an obvious location)and it was posted on the 5`'Y web site for only two weeks! People who take service seriously do NOT generate resumes and letters of recommendation literally overnight. Rather than carry on this charade, it really would be preferable that you simply announce that you have your own agenda,that you do not want the input of the citizenry and that you intend to go on ignoring us. At least that would be honest. Secondly,as regards the expense of placing copper on the convention center. The Center has been deeply in debt since the day it built. It is fficult to im gine that it will ever be bered by that debt. Ad in all defeence to lvh-. ( t� s P ugn t'sexperiencesdin Colorado,itt is probably worthy of note that 1Color do HAS copper,has mining,and therefore,would cosider it a natural embellishment on architecture in that state. This isn't Colorado. Couldn't anyone with even a fleeting knowledge of this area have designed a structure which reflected things native to Palm Springs? Copper does NOT do it! Ms.Foat was right; that money could have gone to the more practical expenditure on restrooms. Women visitorsin particular,will always apprectiate that FAR more than copper fascia. This is a council out of touch with anyone BUT the developers. I repeal what I have said before; I may have voted for one or two of you but you most certainly do NOT represent me or most of the people I know. This Council has NOT promoted community spirit but has,in fact,driven a stake into the heart of that very concept. Most of us accept that we will never again be a"village"but we would like to think that, if miracles CAN happen,we will once again be able to feel a seise of unity. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA AUTHORIZING THE DRAW-DOWN OF UP TO $460,000 FROM THE CONVENTION CENTER PROJECT CONTINGENCY FUND FOR EXPANDED SCOPE ITEMS. WHEREAS the Convention Center Expansion Project has passed the half way point in its expansion schedule and only$633,437 of the Contingency Fund has been committed forthe project leaving a balance of$2.2 million; and WHEREAS the project staff and convention center staff have developed a list of expanded scope work items including thirteen items totaling $2,250,000; and WHEREAS the City Council is desirous of proceeding with several of the expanded scope items, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs that the Convention Center Contingency Fund may be drawn-down in an amount not to exceed $460,000 for the following scope additions to the project: 1.
