APPOINTMENT TO THE PLANNING COMMISSION
RECOMMENDATION:
Appoint a Planning Commissioner to fill a vacancy for the un-expired term ending June
30, 2007.
BACKGROUND:
Jerry Grence resigned from the Planning Commission on January 12, 2005. On
January 19, 2005, the City Council accepted the resignation and directed the City Clerk
to post a Notice of Vacancy.
On January 14, 2005, the City Clerk posted a Notice of Vacancy. The City Clerks
Department has not received any new applications. The Department has on file the
following applications. Staff has attempted to contact all those who have applications
on file to determine who continues to express interest in serving on the Planning
Commission.

The Planning Commission consists of seven members, serving without compensation.
The members shall be appointed by motion of the City Council, adopted by at least
three affirmative votes. Nomination for appointment to the Commission shall be made

by the Mayor or any other Member of the City Council at a public meeting.
Commissioners serve at the pleasure of the City Council. Members shall be bona fide
residents and registered voters of the City and may not be an employee of the City, nor
a current applicant for City employment.
The Planning Commission shall have the powers, functions and duties prescribed in the
Planning and Zoning Law and in the Palm Springs Zoning Ordinance.
Gary Wayne, Acting Director of Planning, is the staff liaison to the Planning
Commission.

To the Mayor and the City Council,
I watched the proceedings last night(February 2)with an overwhelming sense of sorrow and abandonment. If ever we
NEEDED to know that the people of this town are not respected,three of you proved it indelibly. The filling of the vacancy
on the Planning Commission over the strong objections of Ms.Foat and Mr.Pougnet shows exactly how little you regard us.
There were four applicants for the position who will not be given even the courtesy of a hearing. Are you so desperate to get
1 your over-building approved before the March election that you would make the posting of public position such an obvious
Vl sham? Why even post it? It was NOT in the Desert Sun(which would be an obvious location) and it was posted on the
,Y!X web site for only two weeks! People who take service seriously do NOT generate resumes and letters of recommendation
literally overnight. Rather than carry on this charade,it really would be preferable that you simply announce that you have
your own agenda,that you do not want the input of the citizenry and that you intend to go on ignoring us. At least that would
be honest.
Secondly, as regards the expense of placing copper on the convention center. The Center has been deeply in debt since the
A day it was built. It is difficult to imagine that it will ever be unencumbered by that debt. And in all deference to Mr.
Pougnet's experiences in Colorado, it is probably worthy of note that Colorado HAS copper,has mining,and therefore, would
cosider it a natural embellishment on architecture in that state. This isn't Colorado. Couldn't anyone with even a fleeting
knowledge of this area have designed a structure which reflected things native to Palm Springs? Copper does NOT do it!
Ms.Foat was right; that money could have gone to the more practical expenditure on r'estroorns. Women visitorsin
particular,will always apprectiate that FAR more than copper fascia.
This is a council out of touch with anyone BUT the developers. I repeat what I have said before; I may have voted for one or
two of you but you most certainly do NOT represent me or most of the people I know. This Council has NOT promoted
community spirit but has,in fact,driven a stake into the heart of that very concept. Most of us accept that we will never
again be a "village"but we would like to think that,if miracles CAN happen,we will once again be able to feel a sense of
unity. Obviously,that will not be in the near future.
