SUBJECT: ACCEPT A FY/08 HOMELAND SECURITY GRANT FROM THE
CALIFORNIA OFFICE OF HOMELAND SECURITY IN THE AMOUNT OF
$365,494.00

SUMMARY
It is recommended that the City Council authorize the City Manager to accept
$365,494.00 in State Homeland Security Grant funding for the Fire and Police
Departments in the amount of $365,494.00. These grant funds will be used to enhance
the new radio interoperability system, purchase a heavy duty truck to transport
specialized rescue equipment and provide materials for the CERT program.
RECOMMENDATION:
1) Accept a grant from the California Department of Homeland Security through the
Riverside County Office of Emergency Services in the amount of$365,494.00 and
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Fire and Police Departments submitted grant applications to the Riverside County
Anti Terrorism Approval Authority for projects that will enhance our ability to plan for and
respond to Chemical, Biological, Radiological, Nuclear and Explosive Incidents
(CBRNE). This was a very competitive grant process as numerous cities and agencies
throughout the County submitted projects for consideration.
The Anti Terrorism Approval Authority recommended to the State Department of
Homeland Security that the City of Palm Springs receive a total of four (4) reimbursable
grants. The approved grants are:

Accept$365,494.00 in HSGP Grant Funding 2008-2009
1) Motorola mobile and portable handheld 800 MHz radios for the ERICA Radio
interoperability project in the amount of$247,846.00.
2) Handheld portable radios for the fire department in the amount of$20,000.00.
3) Purchase of one heavy duty truck to store and transport specialized technical rescue
equipment as part of the County Fire Chiefs Urban Search and Rescue program in the
amount of$91,825.00.
4) Training materials and supplies for the City's Community Emergency Response
Team (CERT) program in the amount of$5,823.00.
The equipment must be purchased, received and paid for by October 31, 2009 in order
to receive 100% reimbursement. This grant will allow the city's public safety
departments to have an enhanced ability to communicate and respond to all
emergencies, but especially terrorism related incidents.
FISCAL IMPACT.
None. This is a reimbursable cost grant program. No matching funds are required to
obtain this additional grant funding.

Coachella The Governor's Office of Homeland Security (OHS) has approved Riverside County's FI
HSGP application and has authorized the commencement of expenditures and
Desert Hot Springs reimbursement requests. The overall performance period of this grant is 10/23/08 —
2/28/11. Equipment purchases must be completed no later than 1013112009, which means
Indian wells that the equipment must be purchased, received and paid for by that date.

This letter serves as your authorization to begin spending and requesting reimbursement of
Lake Elsinore your Anti Terrorism Approval Authority (ATAA) approved projects. Please remember that
La Quanta changes to your grant will require the approval of ATAA prior to incurring any costs and all
modifications and sole source procurement requests require additional approvals from
Moreno Valley OHS prior to incurring any costs. Your Agency's Financial Workbook outlining your
approved spending will be sent via email. Please print it out and add it to the folder that
Palm Desert was provided to you at the workshop.
