HomeMy WebLinkAbout2/16/2005 - STAFF REPORTS (27) CITY COUNCIL FEBRUARY 16, 2005 CONSENT CALENDAR Subject: AMEND THE 2002-2003 LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) Initiated by: SUMMARY: Amend the 2002-2003 LLEBG by making the following modifications: delete the crime analysis research and substitute pepper ball launchers and hard cases for the launchers and ammunition. RECOMMENDATION: Staff moves that Council approve an amendment to the 2002-2003 LLEBG by making the following modifications: delete the crime analysis research and substitute pepper ball launchers and hard cases for the launchers and ammunition. STAFF ANALYSIS: On October 2, 2002, the City Council accepted $117,125 from The Federal Bureau of Justice Assistance (BJA) in the form of the 2002-2003 LLEBG. These funds were earmarked for the purchase of a Portable Live Scan Fingerprint System, to lease Mobile Data Computers, and to purchase Vehicle Mounted Video Cameras. The grant required local matching funds of$13,014, for a total award of$130,139. Since that time, the Police Department arranged to have a Portable Live Scan Fingerprint System from the Riverside County Sheriff's Department assigned to the Parks and Recreation Department at no cost. In addition, a separate grant from the State Office of Traffic Safety funded the Vehicle Mounted Video Cameras. In May of this year the agreement was modified to delete references to those two items, and to substitute crime analysis research and traditional law enforcement equipment. Those modifications were approved by Council in the May 19, 2004 Consent Agenda. Per the agreement requirements, grant funds were to be expended or encumbered by October 30, 2004. Since the crime analysis research is a multi-phase project with payments due at the completion of each phase, that requirement could not be met. Further modifications were made to the project descriptions on September 30, 2004 to delete reference to crime analysis research, and to substitute pepper ball launchers and hard cases for the launchers and ammunition, which are allowable costs under traditional law enforcement equipment. No staff report was prepared regarding this change, pending BJA approval of the modifications. A Final Grant Report was prepared OZ1 � 2 PT and submitted to BJA on December 22, 2004. The Final Grant Report was reviewed and accepted by BJA on February 11, 2005. At this time the Department moves that Council approve the amendment to the expenditures by deleting the crime analysis research and to substitute pepper ball launchers and hard cases for the launchers and ammunition.
