Subject: EXTEND 2002-2004 OFFICE OF TRAFFIC SAFETY DUI ENFORCEMENT
GRANT.
Initiated by:
SUMMARY:
Approve an extension of the 2002-2004 Office of Traffic Safety - Driving Under the Influence
(DUI) Enforcement grant to March 31, 2006.
RECOMMENDATION:
Staff moves that Council approve an extension of the 2002-2004 Office of Traffic Safety -
Driving Under the Influence (DUI) Enforcement grant to March 31, 2006.
STAFF ANALYSIS:
In September 2002 the Police Department applied for funding through the State of California
Office of Traffic Safety for supplemental funds earmarked to increase enforcement of laws
pertaining to Driving Under the Influence, thereby reducing collisions in the City of Palm
Springs. In the City's population group within the State, Palm Springs ranks 3rd in "Total and
Fatal Collisions', 2nd in "Alcohol Involved Collisions", and 121h in "Pedestrians Injured or Killed."
Additionally, statistics on alcohol related collisions, injuries and DUI arrests point to a dramatic
increase in the number of impaired drivers in Palm Springs since the year 2000.
In November of 2002 the State awarded the City $253,000 to be used for DUI enforcement.
The termination date for that agreement was September 30, 2004. The Police Department
accomplished many of the grant objectives through saturation patrols and DUI checkpoints, but
due to staffing limitations, a number of the objectives were not accomplished.
On September 27, 2004, the Office of Traffic Safety offered to extend the grant period to March
31, 2006, Due to delays at the State level, however, written authorization from the Office of
Traffic Safety for the extension was not signed until January 13, 2005. The authorization letter
was received by the City on January 18, 2005.
The Department now moves that Council approve the extension of the agreement period to
March 31, 2006.
FISCAL IMPACT:
None. No additional budget appropriation is necessary.

FROM THE OFFICE OF TRAFFIC SAFETY IN
THE AMOUNT OF $253,000 TO INCREASE
ENFORCEMENT OF LAWS RELATING TO DUI
AND COLLISION REDUCTION. A04671
I HEREBY CERTIFY that this Minute Order, approving Amendment 1 to
Agreement 4671 extending the agreement to March 31, 2006 for the Driving
Under the Influence (DUI) Enforcement grant from the Office of Traffic Safety,
in the amount of $253,000, to increase enforcement of laws relating to DUI
and collision reduction, was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the 16'" day of February,
2005.
