CONSENT CALENDAR
Subject: AMENDMENT NO. 1 TO THE PALM DRIVE/GENE AUTRY TRAIL,
INTERSTATE 10 REIMBURSEMENT AGREEMENT

SUMMARY:
The City Council will consider approving an amendment to the existing reimbursement
agreement to obligate and authorize work not previously authorized.
RECOMMENDATION:
Approve Amendment No. 1 to Agreement No. 4195 obligating an additional $16,652,767
for right-of-way,construction and construction management for the Palm Drive/GeneAutry
Trail, Interstate 10 Interchange.
STAFF ANALYSIS:
On February 2, 2000, City Council approved Agreement No. 4195, a Multi-Agency
Reimbursement Agreement with the Coachella Valley Association of Government, the
County of Riverside (lead agency) and the City of Desert Hot Springs. This agreement
was subsequently executed by all agencies and dated June 5, 2000. The agreement
authorized a maximum of$1,524,000 for design engineering and environmental work for
the subject interchange, which is identified as a high priority project in CVAG's Regional
Arterial Program. Originally, Traffic Congestion Relief Program (TCRP) funds were
allocated for this project. These funds are no longer available. Amendment No. 1
substitutes CVAG non-federal local funds for the continuation of this project. It also
allocates an additional $16,652,767 for right-of-way, construction and construction
management for this new, expanded capacity interchange, which is now scheduled to
begin construction in the latter part of 2006. CVAG's Executive Committee approved this
amendment on June 7, 2004.
FISCAL IMPACT:
Specific jurisdiction's shares will be determined prior to start of construction. CVAG non-
federal funds will pay 75% of all costs with the remaining 25% shared between Palm
Springs, Desert Hot Springs and Riverside County, Palm Springs' share may be reduced
in accordance with Agreement No. 4393 with CVAG which gives credit for Federal Grants
previously obtained for the Gene Autry Trail Railroad Bridge.

THIS AMENDMENT NUMBER ONE is made and entered into this day of
2004, by and between the County of Riverside ("Lead Agency"), the City of Palm
Springs ("Agency"), the City of Desert Hot Springs ("Agency")„ and the Coachella Valley
Association of Governments,a California jonrtpowers agency,("CVAG"),and is made withreference
to the following background facts and circumstances:
This amendment number one obligates and authorizes work not previously authorized under the
terms ofthe existing reimbursement agreement,executed June 5,2000. All other provisions in the existing
reimbursement agreement shall remain in force.
The CVAG Executive Committee,on June 7,2004,approved this amendment number one to
provide for the substitution of Traffic Congestion Relief Program"TCRP"funds,which were originally
allocated for this project and are no longer available,with non-federal local funds for the continuation of
Palm Drive/Gene Autry Trail Interstate 10 Interchange project.
This amendment number one authorizes the amount of$16,652,767local funds for the Design,
Right-of-Way and Construction ofthe Palm Drive/Gene Autry Trail Interstate 10 Interchange project. The
revised Scope of Services,estimate of Cost,and updated Project Schedule are attached hereto as Exhibits
"A", 'B", and "C", which are incorporated herein by this reference.

SCOPE OF SERVICES

DESIGN ENGINEERING, ENVIRONMENTAL AND CONSTRUCTION"
Provide all technical and professional services including labor,material,equipment,transportation,
supervision,administration,review and expertise to prepare and process an Environmental Document,
Proj ect Report,Right-of-way engineering documents,Plans,Specifications,&Estimates and Construction
of the project.
Environmental:
Environmental services shall include the following:Preparation oftechnical studies,reports and all other
documents necessary to obtain environmental clearance for this project. Processing of all environmental
documents for approval.
The Environmental Document will meet the requirement of CEQA and NEPA.
Project Report:
Preparation of a Project Report in accordance with the current Caltrans Guidelines as described in the
Caltrans Project Development Procedures Manual.
Right-of-Way Engineering documents:
Prepare all documents including plats,maps and legal descriptions to acquire necessary real property for
the project.
Plans, Specifications and Estimates:
Prepare Plans,Specifications and Estimates for the project in accordance with relevant Caltrans,County
and City standards. Process Plans,Specifications and Estimates for approval bythe appropriate agencies.
Construction:
Construction of a six lane interchange

I HEREBY CERTIFY that this Minute Order, approving Amendment No. 1 to Agreement
No. 4195 obligating an additional $16,652,767 for right-of-way, construction and
construction management for the Palm Drive/Gene Autry Trail, Interstate 10 Interchange,
was adopted by the City Council of the City of Palm Springs, California, in a meeting
thereof held on the 23`d day of February, 2005.
