SUBJECT. SUPPORT AMENDMENT OF HEALTH AND SAFETY CODE SECTION
66427.5 (MOBILEHOME PARK CONVERSIONS)

SUMMARY
The City of Carson has requested the City of Palm Springs participate as a no cost co-
sponsor of an amendment to Health and Safety Code Section 66427.5, relating to
mobilehome park conversions. The proposed legislation clarify and essentially reaffirm
that the intent and purpose of the legislation is to protect mobilehome residents and
allow cities the ability to prevent sham conversions and preserve affordable housing.
RECOMMENDATION:
Support the proposed amendment to Health and Safety Code Section 66427.5 and
consent to co-sponsor the legislation.
STAFF ANALYSIS:
The City of Carson has retained a lobbyist who is working with the state legislature on
an amendment to Health and Safety Code Section 66427.5 relating to mobilehome park
conversions. The legislation would essentially clarify and reaffirm that this statute was
and is intended to protect mobilehome residents. The proposed legislation would
require that the survey of residents of a mobilehome park for proposed conversion must
deomonstrate support by a majority vote of the residents. The proposed legislation
would also state that a local agency is not prohibited from enacting reasonable
measures to prevent sham conversions or to preserve affordable housing.
The City of Carson has requested the City of Palm Springs join as a named co-sponsor
of the proposed amendment. There is no cost associated with co-sponsorship. It is this
