CONSENT CALENDAR
Subject: REIMBURSEMENTAGREEMENT, INTERIM IMPROVEMENTS FOR PALM
DRIVE AND DATE PALM DRIVE - INTERSTATE 10 INTERCHANGES

SUMMARY:
The City Council will consider approving a reimbursement agreement that obligates
funding for interim improvements at the Interstate 10 Interchanges with Palm Drive and
Date Palm Drive.
RECOMMENDATION:
Approve the Reimbursement Agreement for Interim Improvements for Palm Drive and Date
Palm Drive/Interstate 10 Interchanges for a total project cost not to exceed $1,550,000.
STAFF ANALYSIS:
The City of Palm Springs is a party to two multi-agency agreements regarding Interstate
10 Interchanges. One, dated June 5, 2000, is for the Palm Drive Interchange, and the
second, dated June 15, 1999, is for the Date Palm Drive Interchange. Both of these
projects have been proceeding slowly through the Federal Environmental process overthe
past five plus years. Traffic volumes have steadily increased overthe time period, creating
increased congestion and delays. Because of this, in June of 2003, the CVAG Executive
Committee approved $1,550,000 to construct interim improvements at the interchanges,
consisting of interim traffic signals and new striping. These interim improvements are
expected to somewhat alleviate the traffic congestion until the ultimate improvements at
the interchanges can be constructed.
FISCAL IMPACT:
This agreement between the City of Palm Springs, CVAG, County of Riverside (Lead
Agency for Palm Drive Interchange), City of Cathedral City (Lead Agency for Date Palm
Drive Interchange), and the City of Desert Hot Springs will provide the funding for these
interim improvements. CVAG will advance the funds for these projects with the Cities'
reimbursing CVAG for their share of the 25% Local Share of the costs. The local
agencies'shares are contained in the jurisdictional reimbursement schedule as approved
by the CVAG Executive Committee on September 29, 2003. Palm Springs' share is
37.59%of the 25% Local Share for the Palm Drive Interchange not to exceed$48,068 and
20.6% of the 25% Local Share for the Date Palm Drive Interchange not to exceed
$53,483. Palm Springs' share of the Palm Drive Interchange may be further reduced in
accordance with Agreement 4393 with CVAG, which gives credit for Federal Grants
previously obtained for the Gene Autry Trail Railroad Bridge.

REIMBURSEMENT AGREEMENT
"INTERIM IMPROVEMENTS FOR PALM DRIVE AND DATE PALM
DRIVE INTERSTATE 10 INTERCHANGES"
THIS AGREEMENT is made and entered into this day of 2004, by and
between the Coachella Valley Association of Governments, a California joint powers agency,
("CVAG"), the County of Riverside(Lead Agency for"Palm I-10 Interchange"),the City of
Cathedral City (Lead Agency for"Date Palm I-10 Interchange"), City of Desert Hot Springs
("Agency"), and the City of Palm Springs ("Agency").
This agreement provides funding for the hiterim hprovements for Palm Drive and Date Palm Drive
Interchanges on Interstate 10. This agreement is an amendment to the Ultimate Improvements atthe Palm
and Date Palm Interstate 10 interchanges Projects. All other provisions in the original reimbursement
agreements for the ultimate improvements ofthe Palm Drive project,dated June 5,2000,the Date Palm
Drive project, dated June 15, 1999 and amendment number one dated September 25, 2001 are
considered in force.
The Project is generally described as and consists of the following:"Interim Improvements for Palm
Drive and Date Palm Drive Interchanges on Interstate 10". These services will hereinafter be
referred to as the "Project".
The CVAG Executive Committee on June 3,2002 approved the amount of$1,550,000 to construct
interim improvements at the Palm Drive and Date Palm Drive Interchanges on Interstate 10. The County
of Riverside will be the Lead Agency for the Palm Drive interchange project and the City of Cathedral City
will be the Lead Agency for the Date Palm interchange project.The consultant Parsons Brinckerhoff will
provide Engineering and Support services in the amount of$186,540 for this Project.
It is the agreement between CVAG,Lead Agency and Agencies that the total cost of the Project shall
not exceed$1,550,000. CVAG agrees to fund 75%of eligible project costs for the Ultimate and the
Interim Improvements ofthe Palm and Date Palm Interchange proj ects. However,CVAG is willing to
advance the Jurisdiction share of Lead Agency, Agencies for the Interim Project.
Lead Agency and Agency shall reimburse CVAG the Jurisdictional share of eligible costs in
accordance with the attached Jurisdictional Reimbursement Schedule(percentages as shown on Exhibit
"B"and as approved by the CVAG Executive Committee on September 29,2003). Each of the involved
agencies shall have a funding policy acceptable to CVAG in place prior to CVAG's obligation of
construction funds for the Ultimate Project.

I HEREBY CERTIFY that this Minute Order, approving a reimbursement
agreement with the County of Riverside, City of Cathedral City and City of
Desert Hot Springs for interim improvements to Palm Drive and Date Palm
Drive/Interstate 10 Interchange, was adopted by the City Council of the City of

Subject: VILLAGEFEST BUDGET AMENDMENT

SUMMARY:
The City Council will consider adopting a proposed resolution that appropriates an
additional $20,000 from the VillageFest Fund Balance to initiate a new advertising and
promotional campaign.
RECOMMENDATION:
1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR THE
2004-05 FISCAL YEAR TO APPROPRIATE$20,000 FROM THE VILLAGEFEST FUND
BALANCE TO THE VILLAGEFEST ADVERTISING ACCOUNT."
2. Direct the Director of Finance to make the fund transfer.
STAFF ANALYSIS:
For the past several months, the VillageFest Board has undertaken the task of trying to
improve and update the image of the weekly street fair. Several improvements have been
made in the presentation of the event with upgrades in the quality of merchandise offered
for sale and the general appearance of vendor booths. The VillageFest Board has also
been working on creating an internal business plan, designed to promote the event and
improve its overall quality. This business plan and several of its components were recently
unveiled to the City Council at the quarterly Joint City Council and Boards/Commission
meeting on February 9.
In an effort to advance the program's objectives in the most expeditious fashion, the
VillageFest Board is seeking the additional appropriation at this time rather than wait until
next fiscal year to launch its new advertising program. This will allow the new advertising
scheme to capitalize on the current tourist population prior to the end of the fiscal year. The
new advertising program will have a higher concentration of television advertising than that
which has been done in the past through print and radio media.
FISCAL IMPACT:
Because the VillageFest Fund is an independent fund in the City, there is no impact to the
General Fund. However, this appropriation will reduce the reserve balance of the
VillageFest Fund by the requested amount of $20,000. The reserve balance of the
VillageFest Fund is currently at about $130,000 with four months remaining in the fiscal
year.

RESOLUTION NO. 21221
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AMENDING THE BUDGET FOR THE 2004-05
FISCAL YEAR.
WHEREAS Resolution 20973 approving the budget for the fiscal year 2004-05 was adopted
on June 9, 2004; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that Resolution
20973, adopting the budget for the 2004-05 fiscal year is hereby amended as follows:
